Distinguishing Features of Work

This is technical and managerial work supporting the division by providing a broad scope of services related to water distribution and metering operations. This position is responsible for providing technical direction to field staff who install, operate, repair and replace water distribution lines, and metering, as well as assisting with budget monitoring, and productivity and efficiency analysis. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.\ \ Bargaining Unit: Employee Council

Examples of Work Performed
  • Manages, plans and directs employees in the installation, operation, repair and replacement of water transmission mains, service lines, valves, meters and fire hydrants.
  • Plans, directs, and manages water distribution and metering system projects.
  • Provides data and operational analyses as needed to support the division.
  • Meets with various consultants and City staff to determine scope of work to be done on major projects.
  • Prepares project budgets and monitors and controls project expenditures.
  • Review daily job reports and technical data covering phases of construction.
  • Reviews work done by contractors and consultants and advises management regarding any issues.
  • Determines most cost-effective means to accomplish project objectives.
  • Coordinates and prioritizes with system planning for water distribution CIP projects.
  • Coordinates and manages CIP project and special projects.
  • Completion of work assignments may require the operation of a vehicle.

Requirements of Work
  • Knowledge of the City\'s practices and procedures related to the use of public funds, its personnel policies, purchasing procedures, accounting methods and budgeting procedures.
  • Working knowledge and principles and practices of civil engineering with emphasis on potable water distribution.
  • Ability to read and interpret construction plans.
  • Knowledge of accepted managerial practices in the public sphere.
  • Skill in research and analysis, writing reports, and preparing cost estimates.
  • Knowledge of electronic spreadsheet development, using basic mathematical and descriptive statistical operations.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to develop and maintain effective working relationships with associates, employees of other Divisions and Departments, representatives of other organizations, and the public.
  • Ability to traverse uneven terrain, climb steps or ladders, and tolerate airborne environmental nuisances associated with construction sites.
  • Ability to work outdoors when inclement weather conditions exist.
  • Ability to acquire and maintain a Kansas driver\'s license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training
  • Graduation from a four-year college required. Degree in civil engineering, construction management preferred.
  • Two years of project management required, with a preference of experience in water distribution and metering operations preferred.
  • Two years of supervisory experience preferred
  • Minimum of three years hands on experience in the operation & maintenance of a municipal water distribution system is preferred. Prior experience in Commercial Construction or Construction Project Management is desirable.
  • Engineering experience in a municipal environment preferred.
    • Licensed Professional Engineer in the state of Kansas is preferred.
  • Must have a valid driver\'s license.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
