West Haven City Public Works Director in WEST HAVEN, Utah
The Public Works Director plans and determines priorities, guidelines, and deadlines for completing the work and delegates assignments to subordinate personnel for a city-wide public works operations, including building maintenance, garbage collection, water distribution, sewer collection, storm drain, streets, and fleet management. Ensures that all City-owned infrastructure is properly constructed and maintained and that high levels of services are provided to the public for City utilities, including roads.
Supervision
Received: Works under the City Manager's broad policy guidance and direction.
Exercised: Directly Supervises the following Public Works Divisions water, sewer, storm drain, streets, fleet management, and building maintenance personnel. Storm Water and Streets, Sewer & Water supervision is exercised through subordinate division leads and supervisors. Provides departmental employees with general guidance and direction.
Essential Functions
· Oversees city-wide public works operations, including building maintenance, garbage collection, water distribution, sewer collection, storm drain, streets, and fleet management.
· Determines work priorities, guidelines, and deadlines for completing the work and delegates assignments to subordinate personnel. Provides quality assurance review of work in progress. Plans and assigns work shift schedules to departmental personnel.
· Conducts program evaluations and formulates action to upgrade departmental safety, efficiency, and capability as needed.
· Ensures that all City-owned infrastructure is properly constructed and maintained and that high levels of services are provided to the public for City utilities, including roads.
· In coordination with the City Engineer, develops, organizes, and facilitates a comprehensive capital improvement program and meets with the developers and contractors to discuss capital improvement and public works issues.
· Represent the City and resolve complaints with decorum in a manner that promotes public confidence in the City, its officials, and employees.
· Responds to work situations in a reasonable time after hours and on weekends.
· Responds to and completes activities and duties as required or assigned by the City Manager.
· Monitors and administers consultant service contracts.
· &n bsp; Hires, trains, motivates, evaluates, disciplines, and directs the public works staff; initiates and coordinates with the City Manager or designee regarding various personnel actions such as recruitment, advancement, discipline, and discharge; manages and evaluates employee performance.
· Handles grievances and disciplinary matters related to work assignments, interpersonal relationships, employee conduct, and general behavior in accordance with West Haven City Personnel Policies and Procedure Manual.
· Ensures that all required State and Federal reports are reported on time as required by law.
· Attends City Council, Development Review Committee, and Planning Commission Meetings when necessary and informs these bodies on public works issues.
· Participates in public meetings and hearings to receive and evaluate public response and appraise the City Manager and governing bodies of policy and project options. Provides recommendations for determining public works policies, goals, and objectives.
· Informs the public through media, reports, public meetings, and presentations on public works related issues.
· Evaluates and assures delivery of necessary training needed by the department.
· Supervises and monitors the maintenance of the public works record-keeping system.
· Coordinates and conducts Department meetings.
· Ensures timecards are submitted promptly and accurately.
· Orders equipment, supplies, an large budget expenditures.
· Directs the preparation and administration of departmental budgets and presents budget proposals to City management. Monitors department budget and assures conformity with established budget or other fiscal constraints.
Knowledge, Skills, & Abilities
Knowledge of:
· & nbsp; Methods, materials, techniques, and equipment necessary for proper maintenance, repair, and construction of roads, sewer systems, water systems, stormwater, and public works activities.
· City, State, and Federal regulations and laws pertaining to all aspects of Public Works administration.
· Different State agencies that will be required to work with, i.e. Utah Department of Transportation (UDOT), Utah Department of Environmental Quality (DEQ), Utah Division of Drinking Water (DDW), Utah Division of Water Quality (DWQ), Utah Department of Natural Resources (DNR), and other various State agencies.
· Current codes, standards, safety practices, and principles involved in public works.
· Principles of management and employee supervision
· Commercial Driver's License (CDL) licensing and laws.
Skill in:
· Using correct judgment to avoid accidents that could bring injury to employees and citizens.
· Interpersonal communication skills.
· Establishing and maintaining effective working relationships with employees, and other agencies
· Public computers, including Microsoft Office proficiency.
· The use of tools and equipment used in maintenance, repair, and construction.
· The use of basic hand tools and operation of small power equipment.
Ability to:
· Perform strenuous manual labor at times.
· Plan, organize, and coordinate diverse water, sewer, street, storm drain, and any other public works infrastructure construction projects, maintenance, and repair programs.
· Read and explain basic engineering plans, drawings, etc.

· Supervise, organize, coordinate, and manage all of the Public Works operations.
· Establish and maintain operating records and prepare reports on all public works operations.

Education & Experience
· Graduation from an accredited college with a Bachelor's degree in a related is preferred. Ten (10) years of progressively responsible management experience in a comprehensive public works program; experience in the administration and management of materials and personnel necessary for the development and maintenance of public works systems, with four (4) of those years in a supervisory capacity; OR
· The City may consider any combination of education and experience that would likely allow the individual to successfully perform the essential functions of the position.
· Certifications and education associated with overseeing, managing, and directing Public Works operations.
