BUILDING INSPECTOR - FULL TIME

JOB PURPOSE

This is technical work in the inspection of building, construction, and alteration projects, electrical, heating, plumbing, and installation phases of these projects.

WORK ENVIRONMENT

Work is performed in the field and office. The work is subject to general supervision and is normally carried on with considerable independence and initiative, although it is subject to review by the analysis of reports or inspection. The work involves moderate risks or discomforts, which may require special safety precautions while working in a restricted area. May also involve exposure to diverse weather conditions in order to complete building inspection activities. Must be able to push/pull objects weighing more than 25 lbs. Must be mobile and able to navigate through construction materials on uneven grade and able to perform simple manipulative skills. Must be able to sit or stand for prolonged periods and able to remain in uncomfortable positions for long periods. Able to perform tasks which require hand-eye coordination as well as arm-hand steadiness such as climbing a ladder. Work may occasionally be required beyond normal working hours.

ESSENTIAL JOB FUNCTIONS
  • Inspects and tests all installations pertaining to plumbing, heating, electrical, air conditioning, air cooling and ventilation systems.
  • Examines plans; grants or refuses permits; reviews installations at various stages of progress from the initial stage through to completion; examines the building construction bearing load capabilities to assure the structures will not be overloaded or subject to fire and other hazards.
  • Inspects oil burning units, tanks for oil storage, and piping for gasoline tanks.
  • Investigates building construction related to emergency calls and assists in fire inspections.
  • Verifies appropriate licenses for plumbing, heating, electrical, air conditioning, air-cooling, and air ventilation contractors.
  • Makes final examination of all building, plumbing,heating, air conditioning, air cooling, and air ventilation systems.
  • Conducts field inspections of soils, footing, foundations and general construction of residential, commercial and industrial buildings; checks conformity of plans with the building and zoning requirements and regulations.
  • Assists and advises design professionals, building, plumbing, heating and electrical contractors and others regarding building, zoning, plumbing, heating, electrical and other regulations and requirements.
  • Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of approved methods, materials, practices and necessary safeguards of the following fields: general building construction and structures; plumbing facilities and systems; or heating, air conditioning and ventilation systems and related electrical systems including sprinkler systems. Emphasis on plumbing and mechanical systems.
  • Ability to detect and locate defective installation and repair in the assigned field and to recommend corrective measures.
  • Ability to read and understand construction plans and blue prints.
  • Ability to consult with property owners, contractors, craftsmen and the public and to establish and maintain effective work relations with them.
  • Ability to communicate both orally and in writing.
REQUIRED QUALIFICATIONS

Graduation from a standard high school or a GED, and one to three (1-3) years experience in one of the following fields: building contractor, structural engineer or architect; plumber or plumbing contra tor; heating and air conditioning contractor; electrician or electrical contractor.

Mustbe certified as an Assistant Building Official, Building Official, or Residential Building Inspector under the provisions of the General Statutes of Connecticutat the time of hire. Maintaining a valid CT Driver's License is required with a driving history in accordance with Town of West Hartford Driving policy.

The Town reserves the right to limit the number of qualified candidates invited to participate in any portion of the selection process. Candidates must achieve a passing score of seventy (70) on the oral examination in order to have their name placed on the Eligible List for this position. An individual appointed to the position must satisfactorily complete a one (1) year probationary period.
