Director Financial Operations - Government Finance Medicare and Medicaid

Location: Alternate locations may be considered. This position will work a hybrid model (remote and office). The ideal candidate will live within 50 miles of one of our PulsePoint locations.

The Director Financial Operations is responsible for providing strategic planning and financial analysis to support organizational decision-making in Government Business Other Revenue, while leading and directing the financial analysis, management reporting, benchmarking, and cost allocation functions.

How you will make an impact:

  • Analyzes cost trends linked to Information Technology, eBusiness, Corporate Administration, and house account benefits, and collaborates with senior leaders to establish revenue growth plans and financial targets.

  • Engages in strategic planning, measurement, benchmarking analysis, as well as management reporting and trend analysis, alongside preparing budget scenarios that include modeling potential new initiatives and investments with their financial returns.

  • Builds a set of analytical resources and methodologies that explain business performance and financial conditions to enhance decision-making.

  • Provides finance management support, business planning for the CIO, and participates in the development and execution of the company's revenue strategy.

  • Conducts cost allocation analysis and review for business segments, and performs modeling scenarios to assess financial outcomes and make pricing and cost assumptions.

  • Leads business segment budget, forecast process, analytical review, and trend analysis, including measuring performance against targets for new and existing contracts.

  • Offers financial support for the organization’s Information Technology Governance Board and facilitates collaboration across the management team to maximize business plan effectiveness.

  • Establishes analytical resources and methodologies to explain business performance and financial conditions, enhancing decision-making.

  • Hires, trains, coaches, counsels, and evaluates performance of direct reports, and recommends mid-course corrections as needed.

Minimum Requirements:

Requires a BA/BS in accounting, finance or business and minimum 10 years experience working in a financial analysis and management reporting function and minimum 6 years management experience in an accounting or finance environment; or any combination of education and experience, which would provide an equivalent background. CPA and/or MBA required.

Preferred Skills, Capabilities, and Experience:

  • Minimum of 5 years in Government Business finance in Medicare and Medicaid is highly preferred.

  • Medicaid and Medicare experience and knowledge base with other Revenue experience in Medicare and Medicaid; including but not limited to examples such as maternity kick-payments, ESRD revenue matching, Medicare not as a secondary payer, duals retention, dual status, and Rx pass-through is highly preferred.

  • Knowledge of Elevance Government Business revenue levers, actuarial practices, and risk scoring preferred.

  • Extensive financial planning and analysis which includes business modeling, budget planning, investment analysis, and strategic planning concepts is highly preferred.

  • Exceptional strategic thinking, decision-making, problem-solving skills, and adaptability highly preferred.

  • Experience interacting confidently with senior management and executive level stakeholders, as a subject matter expert and comfortable with influencing decision-making preferred.

  • Excellent written, oral, presentation and interpersonal communication skills with the proven ability to negotiate expectations between multiple parties strongly preferred.

  • Proficient of Microsoft Office products Excel, Teams, Outlook, PowerPoint, and Word strongly preferred.

For candidates working in person or remotely in the below location(s), the salary* range for this specific position is $142,464 to $244,224
