Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Washington Navy Yard, District Of Columbia

Summary You will serve as the NAVSEA Warfare Center Headquarters Infrastructure Analyst at NAVSEA HQ/ NAVAL SURFACE WARFARE CENTER CMD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to GS-14 and GS-15 Responsibilities You will responsible for overseeing the implementation of Infrastructure Strategic initiatives including the development, implementation, administration, oversight and assessment of all facilities programs for the Command. You will access relevant databases and utilize data analytic techniques to provide management with strategic and tactical recommendations for the advancement of NAVSEA Warfare Center s infrastructure objectives. You will provide technical guidance to leadership and counseling to the Divisions, ensures compliance with all regulatory guidance, and develop strategies and vision that align to the command strategic goals. You will direct facilities planning, engineering, operations and maintenance programs and infrastructure strategy initiatives across the Command for the ten Divisions based upon the foundations of data analytics. You will provide guidance to Divisions, as required, on proposed designs, methods, and procedures for technical conformance with physical plant, equipment, and safety criteria, as required. You will be responsible for providing leadership/guidance to Divisions for the Command's facilities including the development, coordination, execution, and sustainment of all facets of the NAVSEA Warfare Centers Facilities Infrastructure Strategy. You will manage overall Infrastructure related IT programs and functions. You will provide technical/analytical input/recommendations programs under the cognizance of the facilities function, including planning, engineering, operation, maintenance, utility/energy management, MILCON/MINCON/SRM project development/execution. You will represent the interest of NSWC HQ on all matters related to infrastructure but specifically MILCON decision forums. You will interpret, develop, promulgate, and implement policies, procedures, metrics, and instructions governing facilities, environmental, and safety management programs. You will Chair Infrastructure Community of Practice consisting of Division Infrastructure directors/managers and subject matter experts. Establish objectives, sets priorities and measures of effectiveness to manage the overall facilities program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band, NT-05 (GS-13/14), in the Federal service or equivalent experience in the private or public sector providing guidance in the development or implementation of facilities planning, operations, and modernization, data analytics, environmental, and safety policies or programs. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
