Federal Aviation Administration Supervisory Physician (RAT - Flight Surgeon) in Washington, District Of Columbia

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety. Responsibilities Serves as a Flight Surgeon and managing physician of the Regional Augmentation Team (RAT) for the Office of Aerospace Medicine. The Supervisory Physician's duties include assisting in oversight and administration of Airman Medical Certification, Aviation Medical Examiner (AME) Designee and Surveillance, Air Traffic Control Specialist (ATCS) Health and Applicant Medical Clearance and provide support to other AAM strategic priorities. They may be expected to develop policy and plans supporting preparedness, readiness and response to emergencies or crises. May participate in a rotating after-hours schedule. Makes medical certification decisions following AAM established procedures and orders. Provides professional advice and guidance to FAA officials in aerospace medical matters, conducts and participates in medical education programs and supports selected aerospace medicine research and medical standards validation efforts. The Manager of RAT-FS develops and communicates regional positions on Aerospace Medicine policy and operational issues and ensures consistency in regional program standards, policies, and operations. Communicates the organization’s vision and objective, sets priorities for employees, assigns tasks and responsibilities, monitors and evaluates performance, develops staff and organizational capabilities, approves leave, and initiates or takes disciplinary action. The Physician’s professional activities directly affect the national goals of the Office of Aerospace Medicine (AAM). The Physician provides medical advice to agency lines of business and may represent AAM/FAA in litigation matters, as needed. Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures and a detailed understanding of the objectives of the organizational unit. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs. Exercises extensive medical authority and judgment in the management of the program, and to accomplish regional objectives with new, unique, or controversial situations or requirements, and makes program decisions on issues. Provides expert program advice to FAA management officials on issues of significant interest to the Air Traffic Organization, Human Resources, Congress, aviation industry, and the flying public. The guidance given affects aerospace and aviation safety, and the success or failure of agency programs. The Manager of RAT-FS represents the Federal Air Surgeon on all medical matters related to Public Health. Contacts are internal and external to AAM, to include officials of DOT and FAA, the flying public, and representatives of the aviation industry to resolve significant or controversial issues affecting aerospace and aviation safety. May be subject to activation for public health operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Required to have access to sensitive information and consult with other public health advisors, health officials, senior program officials and other government agency officials regarding the integration and coordination of activities and resources in support of public health protection, disease prevention, and health promotion across the international and national civilian aviation sector including private sector stakeholders. Regular access to TS/SCI documents and information and must be able to obtain and maintain a Top Secret/SCI Clearance. Performs other related duties as assigned. Qualifications BASIC REQUIREMENTS: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. (copies of transcripts must be uploaded) Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. AND EXPERIENCE: All successful applicants must have five (5) years of graduate training in the specialty of the position to be filled (Aerospace Medicine or Occupational Health) that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position and is typically in or related to the position being filled. For instance, applicants will demonstrate experience in occupational medicine. Knowledge, skills, and abilities for work in this program area may have been acquired in fields such as preventative medicine or primary care (i.e., emergency medicine, general internal medicine, or family practice). Experience also includes: Performing medical reviews, analysis and interpretation of standards, and clearance of safety related employees and/or airmen. Public Health Programs and Policy Analysis - analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.
