National Nuclear Security Administration Senior Program Advisor in Washington, District Of Columbia

Summary The Senior Program Advisor is a critical position in the Office of Secure Transportation (OST) that serves to coordinate and manage all facets of the Secure Transportation Asset (STA) activities from the headquarters (HQ) office. A successful candidate will perform as the HQ STA Program Advisor and is responsible for planning, administering, and coordinating OST management responses to HQ management regarding STA operations. Responsibilities As a Senior Program Advisor, you will: Serves as the chief advisor to the Assistant Deputy Director regarding HQ policies, issues, and initiatives, and represents the ADA as the HQ OST expert for all issues and matters either emanating from or requiring HQ action that pertains to OST. Identifies and presents OST requirements in the early planning stages of the formulation of the programmatic budget Serves as the senior technical transportation operations expert and advisor to the HQ offices relative to the specific nature of the various OST programs Represents the OST ADA in the scope areas of aviation program, budgeting requirements, Emergency Management programs, Information Technology programs, Liaison programs, Environmental Safety & Health programs, Traffic Management programs, TSS Operations, Safeguards and Security programs, Human Capital and Training programs, and Strategic Planning initiatives Advises and assists the ADA on the formulation of policies and programs related to OST by developing, recommending, or providing substantial analyses and authoritative evaluations that support the policies established by the NNSA Administrator Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. Must be able to obtain/maintain a Q level Security Clearance. You must be a United States Citizen. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e.,NQ-03 pay band or GS-14 level as described in the vacancy announcement under specialized experience requirements. Examples of Specialized Experience: Senior-level performance of activities in support to a nuclear weapons transportation mission, as well as associated transportation security and safety requirements, in an integrated manner with national security policy pertaining to nuclear deterrence, arms control, and nuclear nonproliferation. Program coordination and performance, management functions sufficient to identify budgetary resource requirements and evaluate program accomplishments. Performing long range planning and resource analysis for transportation requirements for critical mission operations. Developing or utilizing qualitative and/or quantitative methods for the assessment and improvement of program effectiveness "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
