Noblis Program Analyst - International in Washington, District Of Columbia

Responsibilities

The Program Analyst – International will provide strategic, analytical, and program management support to the International Cooperative Program Office (ICPO) within the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T). ICPO enables DHS international engagements that discover innovation, leverage international capabilities, drive solutions, and influence science and technology security advancement world-wise.

The ICPO team develops partnerships with foreign governments and international organizations that enhance scientific and technical knowledge for homeland security purposes. International cooperative partnership can improve operational effectiveness, enhance affordability, and provide S&T access to broader knowledge-base and partner capabilities to provide impact across DHS mission areas.

This position will be responsible for supporting country-level engagements by providing project management, facilitation, and relationship management; engaging across S&T, DHS, and USG partners to understand customer needs, analyzing technology requirements and partner capabilities, and working across regions to provide engagement recommendations. The successful candidate will navigate the nuanced relationships intrinsic to foreign partnerships and have strong program management skills.

The successful candidate will be self-motivated, operate well in a matrixed environment, successfully execute competing priorities, and be able to distill and communicate complex concepts to enable nontechnical managers to make informed decisions.

Responsibilities and duties may include but are not limited to:

  • Lead international engagement project planning and control, including tracking progress, schedules, and government assigned action items; preparing project plans and milestones; status reports; and monitoring progress against milestones

  • Facilitate meetings between internal DHS partners and with outside, including international, partners with limited federal oversight.

  • Provide input and assistance in preparing international project briefs, composing project reports and documents.

  • Developing technical and programmatic status reports, PowerPoint briefings, and read-ahead materials.

  • Create and maintain records of project activities; Independently or under minimal guidance identify, collect, distill, organize, and maintain files of all program documents; Capturing best practices and lessons learned so documents can be transitioned efficiently within the office.

  • Maintaining organized and logical files for all necessary program documentation.

  • Manage communication with multiple stakeholders across DHS and with foreign partners, maintaining awareness of relevant compliance, disclosure, and agreement requirements.

  • Executive and administrative support in coordinating, organizing, and scheduling meetings, conference rooms, conference calls, and take meetings notes and attendance; Coordinate program level taskings to the program offices which may include congressional responses and program data calls.

  • Being conversant in details for discussion, both verbal and written, on ICPO programs and S&T international policies.

  • Assisting the customer by supporting the development of constructive relationships with program stakeholders across the Federal government, to include within DHS and outside of DHS.

  • Performing quality assurance.

The role may require international travel and occasional meetings outside of 9am - 5pm ET. Hybrid position. Must be available to be on client site (Washington, DC) routinely.

Required Qualifications

  • Bachelors and 5+ years of relevant experience; Advanced Degree and 3+ years of relevant experience

  • SECRET clearance (or Eligibility to obtain a minimum of an Interim Secret clearance)

  • Eligibility to obtain DHS Suitability

Desired Qualifications

  • Demonstrated experience in program management.

  • Ability to manage multiple priorities and competing tasks; Ability to independently set and maintain time-lines.

  • Strong attention to detail with experience providing peer quality reviews and maintaining consistency in documentation.

  • Experience communicating across disciplines and with a variety of audiences, including internationally.

  • Experience providing consistent and clear communication with program managers and leadership.

  • Demonstrated strong, clear writing skills, targeting both technical and non-technical audiences.

  • Experience developing research and development and acquisition life-cycle requirements and documentation.

  • Experience in international and security programs.

  • Familiarity with direct government contracting or paralegal experience.

  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).

Candidates with an existing Secret clearance and DHS Suitability are strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $74,500.00 - USD $130,400.00 /Yr.
