National Nuclear Security Administration Management and Program Analyst in Washington, District Of Columbia

Summary This position is part of the National Nuclear Security Administration (NNSA), Office of Nuclear Incident Policy and Cooperation (NIPC/NA-81) within the Office of Counterterrorism and Counterproliferation (CTCP/NA-80). A successful candidate in this position will serve as a Management and Program Analyst, supporting the mission to engage domestic and international partners via various policy and capacity building engagements to include through bilateral and multilateral mechanisms and fora. Responsibilities As a Management and Program Analyst, you will: Apply knowledge of emergency operations and response policy, program and operational issues and problems and making recommendations having widespread impact on the accomplishment of the NIPC critical mission objectives. Advise action officers, analysts, advisors, and senior leadership regarding DOE/NNSA programs and activities related to radiological and nuclear incident preparedness and response and R/N counterterrorism and counter proliferation. Provide authoritative advice and guidance concerning policies, planning, and strategies to enable effective partner nuclear emergency response capacities and thus minimize impacts to the United States or its interests, often working with senior civilian and military leadership. Lead projects and partnership engagements to determine what a partner country would benefit from most regarding capacity building for emergency preparedness and response. Provide authoritative expertise in crafting, preparing, and delivering technical information during presentations, briefings, papers, reports, and responses for senior officials both internal and external to DOE/NNSA on domestic and international nuclear emergency management. Represent NNSA and NIPC Office objectives and positions in interagency, bilateral, and multilateral meetings and fora. Keep the NA-81 Office Director and Deputy Director apprised of significant changes or developments with the potential of impacting Office activities and priorities. Provide expert evaluation, analysis, and notification of a variety of interrelated issues and procedures, often where there is no precedent, regarding developing and maintaining a capability for DOE/NNSA to work with international partners to respond effectively to all types of radiological or nuclear emergencies and/or crisis situations. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14 level. Specialized experience for this position is defined as applying knowledge of program management, program analysis and resource planning in areas of international and domestic partner capacity building in emergency preparedness and response for a radiological or nuclear incident or emergency. Examples of Specialized Experience: Providing authoritative advice and guidance concerning policies, planning, and strategies. Performing a broad range of partnership engagements. Supporting or leading the development, assessment, and evaluation of strategic program plans, international organization reports and products, interagency reports, and products. Providing policy subject matter expertise by ensuring recommendations, engagements, and written products are consistent with or reflect the views of current legislation and administration national security policies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
