DHS Headquarters Management and Program Analyst (Budget & Acquisitions) in Washington, District Of Columbia

Summary This position is located in the Office of Operations Coordination, Mission Support Division. The primary purpose of this position is to serve as an analyst and expert advisor to management concerning the effectiveness and efficiency of operating programs under the realm of acquisition and formulate budget requirements for all phases of work regarding the budget cycle. Responsibilities As a Management and Program Analyst (Budget & Acquisitions) GS 0343 13, your typical work assignments may include: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities). Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-13 grade level (starting salary $103,690) if you possess one year of specialized experience equivalent to the GS-12 grade level, OR equivalent public or private sector experience. For this position, specialized experience is defined as: (1) Applying regulations and guidelines in formulating, administering and closing-out contracts; and (2) Directing, planning, developing, implementing and administering all procurement actions required to procure and support major multi-million dollar programs. (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible). Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
