Justice, Bureau of Prisons/Federal Prison System Management Analyst in Washington, District Of Columbia

Responsibilities The Management Analyst position is located in Correctional Programs Division, Policy Development and Planning Section, and is responsible for providing guidelines to Bureau of Prison (BOP) employees on a national level regarding a myriad of issues including, the Victim and Witness Notification Program and the Victim Notification System. Incumbent is responsible for internal communications with other Bureau of Prisons staff, communication with other government agencies and communication with the general public. Incumbent assists in the development of division and BOP policies based on the analysis of pertinent operational data. This assistance may range from providing written reports, to identifying potentially conflicting policies in other areas as well as assisting in drafting specific policies. Helps in managing and coordinating of the Financial Responsibility Program and Victim/Witness section functions required for program review analysis (i.e., strategic planning, management assessment, and program analysis). Incumbent monitors, via SENTRY, non-committed inmates and the release status of inmates identified in the Victim/Witness Program. Requirements Conditions of Employment U.S. Citizenship is Required. Education: Master’s or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. or J.D., if related. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience in gathering and analyzing information to formulate reports, evaluate program effectiveness and assisting with policy development. Experience that demonstrates knowledge of data base computer programs and word processing software in order to run reports; experience in manipulating and organizing data into reports or logs. Experience in preparing correspondence in response to inquiries from the public, other agencies, Congressional correspondence and internal memoranda. Experience in coordinating and monitoring Inmate Financial Responsibility programs. Experience in assisting with the preparation, planning and coordination of training programs. OR Combination of Education and Experience: Have a combination of successfully completed graduate education and specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used. Experience must have equipped you with the qualifications to perform the major duties of this position as described above. Credit will be given for paid and unpaid experience. Additional Information This position IS included in the bargaining unit. In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a Bureau of Prisons institution. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage. Qualified Preference Eligible Veterans may be exempt from meeting the maximum age. Refer to the Required Documents Section for the appropriate documentation to submit to validate veteran eligibility. The representative rate for this position is $77,525 per annum ($37.15 per hour) for applicants eligible for law enforcement officer (LEO) coverage; and $75,245 per annum ($36.05 per hour) for all other applicants. NOTE: Salary ranges for all grade levels include both LEO and non-LEO salaries. LEO salaries apply to current LEO employees. Current Federal Law Enforcement Employees: A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position. If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment. Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
