Treasury, Departmental Offices Intelligence Research Specialist (Counterintelligence) in Washington, District Of Columbia

Summary This position is located in the Department of the Treasury, Departmental Offices (DO), Office of Terrorism and Financial Intelligence (TFI), Office of Intelligence and Analysis (OIA), Office of Counterintelligence (OCI). The purpose of this position is to function as a counterintelligence (CI) analyst, conducting research and analysis regarding CI threats to the Treasury Department. Responsibilities Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Intelligence Research Specialist (Counterintelligence), you will: Conduct all-source research and analysis on foreign intelligence entity (FIE) threats to the Treasury Department. Produce all-source CI assessments in support of Treasury, to include Department supply chain risk management (SCRM) activities. Gather and interpret information from a variety of sources to identify and evaluate foreign adversary intent and capability. Review collection requirements and evaluate intelligence reporting. Provide analytic support to multi-disciplinary CI issues, operational activities, and education and awareness efforts. Represent Treasury in CI and/or SCRM working groups and other interagency forums. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A two-year trial period may be required. Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI). Must be eligible for Sensitive Compartmented Information (SCI) access. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized experience for the GS-12: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience performing ALL of the following: - Independently researching, interpreting, and analyzing information from multiple sources; AND - Composing reports, assessments, studies, or presentations; AND - Coordinating on projects with cross-functional teams or organizations; AND - Representing teams or organizations in meetings. Specialized experience for the GS-11: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes experience performing ALL of the following: - Researching, interpreting, and analyzing information from multiple sources; AND - Composing reports, assessments, studies, or presentations; AND - Participating in or contributing to meetings and other forums. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
