Summary The purpose of the position is to apply the full range of all payroll/personnel processing matters for Justice Management Division, Offices, Board and Division Human Resources Services customers. The incumbent is responsible for processing complex and sensitive payroll personnel actions through the National Finance Center (NFC) and it's payroll/personnel systems. The duties and responsibilities of a Human Resources Specialist, GS-0201-12 generally include, but are not limited to, the following: * Process complex and sensitive payroll/personnel actions utilizing the National Finance Center (NFC) payroll system. * Conduct on-boarding for new hire orientation. * Maintain payroll records, including time-sheets, attendance and personnel files. * Process a variety of payroll/personnel actions such as accessions, promotions, reassignments, garnishments, lump sum payments and conducting leave audits. * Provide advice to managers regarding basic internal and non-competitive placement actions, such as non-competitive reassignments, voluntary changes to lower grade and career ladder promotions. * Conduct special studies or projects that address pay and personnel processing and problems/issues * Respond to inquiries and provide payroll advice to senior management. Requirements Conditions of Employment Qualifications To qualify for the position of Human Resource Specialist at (GS-0201-12), you must possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Specialized Experience: For the GS-12, you must have one year of specialized experience performing the following duties: utilizing an automated payroll and time keeping system to process and verify accuracy of payroll for employees, identify and resolve pay-setting errors or discrepancies, and providing advice on basic pay, overtime or other pay related questions or problems. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 11/14/2024.
