Federal Highway Administration Director, Office of Discretionary Grants and Workforce Programs in Washington, District Of Columbia

Summary The Director provides executive leadership over all activities to effectively develop, administer, and deliver FHWA's Discretionary Grants and Workforce Development programs. Responsibilities The Director, Office of Discretionary Grants and Workforce Programs: Provides strategic leadership and direction to a staff of program managers, supervisors and specialists, and support personnel who are responsible for leading, managing, and coordinating Agency and partner organization efforts in the areas of discretionary grants coordination, workforce development, and emerging skills. Provides strategic leadership in developing corporate organizational excellence goals and objectives for the Agency’s Strategic Plan and in directing the integration of new and innovative business systems and tools into the Agency’s Strategic Implementation Plan. Ensures the plan is implemented and in coordination, cooperation, and integration of objectives with customers and partner agencies, and other public and private entities. Directs the development of Agency policies and plans relative to discretionary grants coordination and workforce development. Requirements Conditions of Employment You must be a U.S. Citizen. CONDITIONS OF EMPLOYMENT: PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed). FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below. TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. TQ 1: Demonstrates executive experience coordinating discretionary grants programs with Federal, State, or local transportation officials. TQ 2: Demonstrates executive experience developing and implementing organization-wide workforce development policies, practices, and business plans for growing, developing, and integrating transportation talent. EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions.
