VectorCSP Business Operations Specialist, Senior , (NSC PMO) in Washington, District Of Columbia

Job Summary:

T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .

Requirement: Active Secret Clearance

Education and Experience:

  • MS/MA in applicable field or BS/BA in applicable field plus 8 years of additional experience, or equivalent experience

  • 10+ years of related experience

    Essential Duties:

  • Serve as USCG NSC PMO Contractor Program Manager.

  • Provide Monthly Progress Reports to the USCG KO and USCG NSC PMO COR.

  • Present deliverables, discuss progress, exchange information, and resolve emergent contractual issues.

  • Review Contractor performance and task order status updates with the USCG KO and USCG NSC PMO COR via recurring Monthly Progress Meetings.

  • Review, update, organize, and maintain USCG NSC PMO financial execution tracking, reporting, and support documentation including, but not limited to, financial documentation checklists, templates, and guidance, Obligation Execution Team (OET) financial package required documents, acquisition-related training certificates, status and milestone tracking matrixes, correspondence and memorandums, final obligation/award documents, and meeting minutes and action items.

  • Organize, update, and maintain USCG NSC PMO financial execution documentation within the USCG NSC PMO Naval Systems Engineering Resource Center (NSERC) SharePoint site.

  • Format applicable documents in accordance with the USCG Correspondence Manual.

  • Provide analysis to advise USCG NSC PMO senior management on all aspects of assigned projects, provide metrics analysis/data mining

  • Communicate and participate in IPTs and working groups with USN entities, other Government agencies, and their contractors in support of the USCG NSC PMO.

  • Assist assigned USCG NSC PMO TPOCs/CORs with research and validation reporting and initiating follow-on actions with other Government agencies and USCG Program Offices (e.g., Resource Management Office (CG-928), Contracting Office (CG-912), etc.)

  • Provide detailed review of USCG NSC PMO OET financial documentation packages for various funding efforts such as contracts, Interagency Agreements (IAAs), Interagency Reimbursable Work Agreements (IRWAs), USCG Yard Project Orders, and Funds Transfers (FTs).

  • Review OET financial documentation packages for compliance with current DHS, USCG, and applicable Government agency acquisition laws, policies, processes, and templates, and provide review feedback to the USCG NSC PMO functional leads and assigned USCG NSC PMO Technical Point of Contact (TPOCs)/CORs.

  • Obtain USCG NSC PMO functional lead feedback, USCG NSC PMO OET lead approval, and final approval/signatures from USCG NSC PMO senior management for each OET financial documentation package prior to submitting for formal processing.

  • Promote timely OET financial documentation package processing, track status, assist in adjudicating any issues that arise during processing, follow-up with approvers and stakeholders as needed to complete processing, and distribute final obligation/award documentation.

  • Participate in USCG NSC PMO financial execution related meetings, presentations, and training events. Meetings include, but are not limited to, weekly USCG NSC PMO OET/Obligation Plan Meetings, annual USCG NSC PMO Budget Review Board Meetings, and ad hoc meetings between the USCG NSC PMO staff and other USCG matrixed teammates, USCG units, and/or other Government agency stakeholders.

  • Occasionally attend presentations and training events, such as those offering familiarization training for new systems, status updates on special projects, or guidance on financial policy changes

  • Knowledge, Skill and Abilities:

  • Experience and knowledge with USCG MSAM and DHS Acquisition Directive 102-01-001 or DoD 5000 series as applicable

  • Experience supporting USCG PMO operations is desired
