Federal Emergency Management Agency Assistant Administrator for Field Leadership in Washington, District Of Columbia

Summary This Senior Executive Service position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Response and Recovery (ORR), Field Leadership (FL), located in Washington, D.C. The incumbent serves as the Assistant Administrator for Field Leadership and is responsible for managing, directing, and ensuring the operational readiness of FEMA's Field Leadership Programs. Responsibilities The incumbent is responsible for managing and directing FEMA's Field Leadership Directorate and serves as the focal point for FEMA's field leadership programs. Serves as the principal advisor to the Associate and Deputy Associate Administrators for Response and Recovery on disaster field operations, including the deployment of field leaders, Federal Coordinating Officers, and National and Regional IMATs. In addition, serves as the focal point through which field program and project actions receive effective central coordination and decision. The Assistant Administrator coordinates closely with Regional Administrators, the National Response Coordination Center, and other relevant operational components to support the coordination of personnel/teams for disaster operations in the field. Coordinates closely with other top level FEMA officials for planning to assure FEMA responds rapidly and effectively to legislative requirements and directives of the President, Congress, and DHS and successfully accomplishes its mission in accordance with the FEMA Administrator's goals and priorities. Ensures that plans and practices effectively carry out the mission while assuring the effective and efficient use of allocated resources. Major Duties: Provides executive direction and coordination to ensure the operational readiness and rapid deployment of FEMA's disaster field leadership (inclusive of Federal Coordinating Officers and Incident Management Assistance Teams) in support of Federal response actions to incidents/events declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) or non-Stafford Act incidents within the scope of other Federal authorities. Monitors the recruitment, hiring, training, professional development, and performance of FEMA's field leaders to the highest professional standards and prepares these leaders to effectively lead emergency management operations during any all-hazards event, and/or to support other Federal departments and agencies, as directed, for non-declared events and incidents. Partners with Regional Administrators and other FEMA leadership to continually strengthen the professionalism, effectiveness, and efficiency of FEMA's field leaders. Oversees equipment lifecycle maintenance; readiness, training, and evaluation cycles; and hiring, business management, and administrative support. Serves as the Field Leadership Cadre Certifying Authority, overseeing qualification and certification requirements for all cadre members. Evaluates and certifies National and Regional IMATs to serve as the Federal government's early, on-site command and control element for any all-hazards event, and/or support other Federal departments and agencies, as directed, for non-declared events and incidents. Provides executive direction and strategic vision for the development and implementation of emergency operational policies, procedures, and guidance that support the IMATs and the Field Leadership Cadre. Carries out EEO policies and communicates support of these policies to subordinates. Contributes personal and significantly to EEO efforts within the Agency's programmatic activities. Requirements Conditions of Employment Qualifications As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.
