Federal Communications Commission Compliance and Oversight Analyst in Washington DC, District Of Columbia

Summary This position is located in the Compliance and Oversight Group (COG), Financial Operations (FO), Office of the Managing Director (OMD), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities Serves as a point of contact and responsible party for activities related to Paperwork Reduction Act (PRA), Workload Dashboard, updates to Financial Operations (FO) forms, and tracking of open recommendations. Develops the initial semi-annual report which is submitted to Congress by gathering and incorporating all inputs. Maintains COG’s Policies & Procedures (P&P). Studies and analyzes current practices and existing procedures to determine the effectiveness of operations, and updates the P&P. Supports different COG functions including enterprise risk management, internal controls, fraud risk management, and improper payments work efforts. Keeps management informed of issues or controversies that arise which are not anticipated, recommends actions and provides advice and assistance to resolve unfavorable situations or problems. Makes recommendations and drafts responses for formal and informal requests for action. Interprets and analyzes data. Develops reports, trend analysis, deviations from standards, and recommendations on corrective action or process improvement. Develops, reviews and analyzes reports to be transmitted within COG, or to other organizational entities, including but not limited to FCC Bureaus & Offices and FCC Components. Prepares trend analysis reports at the close of each month including charts on progress. Monitors and reports COG’s performance and provides monthly statistical data and charts over time periods. Reviews manual task and automated processing techniques with a view toward increasing productivity. Analyzes data to ascertain workload trends, assessing backlog reduction progress, and identifies problem areas. Makes recommendation for corrective actions to improve operational effectiveness, and efficiency. Requirements Conditions of Employment FCC Employees Only Suitable for employment as determined by a background investigation. Current FCC employees must provide SF-50 verifying grade & status. In order to be considered for this position, applicants must: -Currently be employed in the Federal Communications Commission in positions serving under career or career conditional appointments. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. GS-12 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows: Experience analyzing existing procedures and recommending business process improvements. Experience leading one or more functional areas independently, involving collaboration with internal and external entities. Experience working with the Paperwork Reduction Act (PRA) process.
