The Sensor Power and Analog Design (S-PAD) Department is seeking an experienced Senior Principal engineer to serve as the on-site (resident) sub- Integrated Product Team Lead (sub-IPTL) for the upcoming Poland Energy Storage Assembly (ESA) – WZE - Poland Industrial Participation contract.

(S-PAD) is responsible for design engineering including the following areas:

  • Power System Design - Power System Noise, System Simulation and Modeling, Solid State Transmitters, Tube Transmitters, High Voltage Design, Power Sources, Generators

  • Power Conversion - AC/DC, DC/DC and DC/AC, Linear and Switching Supplies, Power Factor Correction (PFC), Zero Voltage Switching (ZVS), Resonant Circuits, Synchronization, Noise Controls

  • Power Distribution - Ground, Air, and Shipboard, Power Generation, Line Voltage, High Current, Low Voltage, Micro-Power, DC, AC, Multi-Phase Power Control, Fault Reporting, Isolation, Protection Circuits, Redundant Systems

  • Power Sub-System Design - Filters, Harmonic Control, EMI, Circuit Simulation, Magnetics, Protective Relay Systems, Short Circuit and Stress Analyses

  • Control Systems – Servo Control Systems, Motor/Power/Process Control, Digital Feedback Systems, Command Generation, Inertial Stabilization, Navigation Algorithms

The ESA Sub-Integrated Product Lead (S-IPTL) will lead a cross-functional team located in Poland and the United States to train Polish industrial partners to build, test, and sustain the Energy Storage Assembly (ESA) for the Lower Tier Air and Missile Defense Sensor (LTAMDS). The role will also support and oversee Polish partner production of ESAs for integration into LTAMDS units. This effort is part of Phase 2 of the Poland Patriot “WISLA” program.

The position is located in Warsaw, Poland, and will be seconded to the Raytheon Polska entity in Poland for the duration of their assignment. The role requires a minimum duration of a 2 years; preferred length of assignment is 3 years.

This role is the primary point of accountability for the successful execution of both Offset Program and Industrial Participation scope. The objective of the Offset Program scope is to train three Polish industrial partners and transfer necessary tools, technology, and know-how to qualify them as an approved Raytheon supplier of the LTAMDS ESA and its components. Under the Industrial Participation phase, this position will also be responsible for overseeing the production of ESAs to schedule, quality, and cost requirements across the different Polish industrial partners and any sub-tier suppliers.

This position will report directly to the LTAMDS primary ESA sub-IPT Lead in the US and will virtually report into the Raytheon Polska leadership team on a day-to-day, operational basis. They will lead a multi-functional team in Poland consisting of both US expatriates and Polish local national employees. Additionally, they will manage reach-back and flyaway support as needed from the US teams. The role will interface directly with Polish partner program management. They will work within the Raytheon Polska organization, collaborating with the functional leads and their teams, and support Polska leadership on strategy, status, and program direction. They are the principal point of contact for communications with Poland Program Offices (CONUS and Polska) for their S-IPT, and will be expected to brief leadership on status of their S-IPT, including LTAMDS, Polska, EUCOM, and Global Patriot teams.

Responsibilities to Anticipate:

  • Leadership of the overall performance and reporting of critical partners in support of the achievement of prime contract technical, schedule, quality and financial objectives as well as Raytheon business objectives

  • Collaboration with S-IPT members to apply disciplined program management processes and utilize tools to establish and monitor metrics and trends to ensure excellence in execution

  • Leading the multi-disciplined in-country S-IPT staff, both US expatriates and Polish local nationals

  • Effectively leading program product efforts from supplier start up through production execution

  • Champion of rigorous adherence to global trade and export/import processes and best practices and ensure diligence is maintained within their team

  • Frequent on-site presence at WZE’s facilities, as well as other Polish sub-tier industrial partners as needed

  • Driving adherence to program plans and schedules, accurately measuring and reporting on progress, identifying potential problems in sufficient time for corrective action to be taken, and ensuring the delivery of contractual commitments.

  • Cost Account Management for cost and schedule for the ESA including EVMS

  • Effective Risk and Opportunity management

  • Regular review of program status with leadership

  • Technical leadership and program execution

    Basic Qualifications:

  • 10+ years of experience in program management, production, and/or engineering support environment or equivalent business experience

  • Bachelor of Science Degree in Electrical Engineering, or related Science, Technology, Engineering or Mathematics (STEM) major.

  • Extensive experience leading cross functional teams including members from Engineering, Operations, Global Supply Chain Management, and Quality through hardware development, production, and test including system test

  • Experience managing diverse and complex tasks across competing priorities

  • Experience with Export / Import Regulations and FAR / DFAR

  • Experience with IPDS

  • Experience implementing, EVMS, Risk & Opportunity Management, and IMP/IMS

  • PMX Level 5 Certification

  • The ability to obtain and maintain a U.S. government issued security clearance is required within 6 months of hire. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Subcontract Management, Program Management or Integrated Product Team experience

  • Experience establishing a new international supplier as a Raytheon Approved Supplier

  • Experience working with customers to develop/negotiate SOW requirements and scope

  • Proven ability to interface with customers and lead programmatic and technical discussions to closure

  • Demonstrated ability to lead by influence and collaboration

  • International assignment experience

  • Experience with current manufacturing systems and processes in the areas of CCA, module build/assembly, and cable harnesses

  • Demonstrated experience managing international major subcontracts

  • Experience in the planning, production, and management of complex systems

  • Currently possess a Secret Clearance (DoD)

  • PMX Level 4 Certification or higher

  • Raytheon process improvement i.e., CORE/ Six Sigma Certification

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
