Analyze technology trends to align future technology development to stakeholders needs and gaps. Maintain awareness of all various proposal cycles across the tri-Service community. Maintain data of proposal submissions, technical evaluations, debriefings, and contract information. Identify criteria of various proposal opportunities and ensures the organization proposals are best poised to meet the criteria. Represent the agency at meetings with higher headquarters, other Commands, and private industry on matters pertaining to all aspects of proposal programs Draft briefings and information papers for senior officials related to relevant proposal opportunity activities. Work to build and maintain relationships with key offices that manage their respective proposal cycles and opportunities. SPECIALIZED EXPERIENCE STATEMENT: To qualify for the DE-03 position, applicants must possess at least one year of specialized experience at the next lower pay band of DE-02, equivalent GS-11 experience in the Federal Service which includes: 1.) Manage databases that track external research support requests and proposal awards is required. 2.) Works to build and maintain relationships with key offices that manage their respective proposal cycles and opportunities. 3.) Analyze technology trends to align future technology development to stakeholders needs and gaps. 4.) Drafts briefings and information papers for senior officials related to relevant proposal opportunity activities. Additional Information Position may be filled as a temporary promotion, temporary reassignment, or temporary change to lower grade NTE 5 years by a current permanent Army employee. Temporary promotions, reassignments, or change to lower grades may be extended up to a maximum of five years and may be made permanent without further competition. This Temporary position may be terminated earlier than the NTE timeframe listed on the announcement at management's discretion. Upon termination or expiration, the employee will be returned to their former position that is comparable to his or her permanent position (i.e., same series, grade, pay, and duty location). Selectee must be informed in writing regarding the nature and consequences of accepting the appointment. The selectee must complete the Statement of Understanding and Conditions of Term Appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. This is a Bargaining Unit position.
