Cass County Design or Project Engineer in Walker, Minnesota

PURPOSE OF POSITION: Responsible for work used in the planning, design, and construction of the County s transportation system. This position will provide civil engineering duties to include supervision, management, and coordination of survey, design, staking, and inspection of construction projects; assisting, training, and guiding engineering technicians in highway design, engineering principles, practices, and procedures, determination of data collection needs, geometrics, pavement design, hydraulic design, signing and striping design, traffic control layouts, box culvert plans, interpreting State and Federal regulations, preparation of environmental permits or reports, determining right of way needs; assisting with permit reviews, and additional tasks as assigned. ESSENTIAL FUNCTIONS: Determines survey needs for highway construction projects including field surveys and available aerial photogrammetric sources, whether local, state, or federal sources. Performs hydrology/hydraulic data collection and analysis for drainage features using written or computer software. Design hydraulic and water quality systems for culverts, storm sewers, box culverts, and stormwater retention/detention facilities. Preliminary project planning and research including property ownership, available right of way, existing utilities, traffic type and volume, growth potential, existing soils, and existing road section. Prepares documentation to acquire right of way, including producing exhibits, legal descriptions, deed research, developing minimum damage assessments, and working with property owners to acquire the necessary right of way and temporary construction easements. Participates in public involvement project development process. Performs and reviews complex engineering analysis for preliminary and final design of County Highway improvements, including roadway geometrics and pavement. Considers landowner needs and incorporates as consistent and appropriate with MnDOT State Aid for Local Transportation (SALT) and County design standards. Coordinate and implement design and relocation efforts with utility companies throughout the design process as well as coordinating with cities, State, tribal, township, and consultants to incorporate other agency designs into project plans. Creates and prepares construction plans in AutoCAD Civil3D in accordance with all applicable state and federal requirements, including details required to properly build the project, under the supervision of the Assistant County Engineer. Prepares quantity tabulations for earthwork, aggregate base, etc. Develop specifications, special provisions, cost estimates, contract proposals, and other bidding documents for comprehensive and individual construction projects. Responsible for coordination with utility companies as necessary for successful project completion including planning relocations for construction projects in accordance with MnDOT SALT requirements, new installations, permits, and in-place infrastructure modifications. Interpret State and Federal transportation and environmental regulations and development of environmental permit applications including, but not limited to: Technical Evaluation Panel, Mn Department of Natural Resources, Board of Water and Soil Resources, Mn Pollution Control Agency, State Historic Preservation Office, US Army Corps of Engineers, US Fish & Wildlife Service, and Leech Lake Band of Ojibwe. Performs contract administration under the supervision of the Assistant County Engineer. Attends weekly construction coordination meetings; develops contract changes including work orders, change orders, and supplemental agreements in accordance with state and federal requirements. Reviews weekly progress and other related construction materials reporting. Provide road and bridge construction directions to engineering technicians, contractors, and other involved parties. Provides on-site construction inspection and coordination for large complex road and bridge construction projects. Ensures conformance with plans, specifications, and special provisions. Responsible for detailed documentation and reporting of construction activities in accordance with state and federal requirements. Analyze, measure, calculate, and retain detailed and accurate records of daily quantities of work items performed by contractors. Assists with survey tasks as needed. Assists with safety inspection of in-service bridges and input inspection data into the MnDOT Structure Information Management System database. Manages document and data record keeping and future use in accordance with County, State, and Federal requirements. Participates in planning for long-term capital improvement programs. Develops CIP summary sheets and assembles CIP documents. Interact positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers. Participate in professional staff development. Participates in training and educational opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with agents and departments from other counties and states to evaluate and adopt state-of-the-art road design methods. Performs other related functions as apparent or assigned Performs the physical and mental demands of the position. Attends work during regularly scheduled hours.
