The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies. The Engineering Manager I, Deputy Director of Programs and Planning, reports to the Director of Aviation in NCDOT’s Division of Aviation. This role’s responsibilities include projects related to planning infrastructure for the state’s public airport system and, increasingly, planning for and overseeing infrastructure development related to integrating advanced air mobility, unmanned aerial systems, sustainable fuels and electrification statewide.
The Deputy Director of Aviation Programs and Planning
Administers the Division’s Programs and Planning section which includes statewide aviation programs, aviation environmental and planning, and emerging aviation technologies.
Manages and directs the piloting, deployment and implementation of Unmanned Aerial Systems (UAS), Advanced Air Mobility (AAM), and other innovative aviation technologies.
Supports the director as a resource for state, regional and local economic developers seeking to recruit, grow and retain aviation-related businesses and jobs in North Carolina
Advances and manages statewide aviation infrastructure initiatives in North Carolina that support crewed and uncrewed flight operations, including the division’s Statewide Programs, which assesses pavement condition at each public airports and provides pavement, navigational aids and airport operations data installation and maintenance services.
Manages team that leads aviation planning including statewide planning efforts and review of planning and environmental and compliance work from grant recipients.
The position may be responsible for responding to urgent requests from internal and external partners.
The position supports division outreach, providing data and reviewing reports and briefing documents, serves on panels and makes presentations, as requested, to advance the mission’s vision and goals.
Knowledge, Skills and Abilities / Competencies

Thorough knowledge of principles and practices of civil engineering as they apply to aviation and/or transportation design practices and technical solutions.
Experience with program administration, including budget management, contract management and personnel management.
Experience with strategic and project planning, implementation, performance evaluation and reporting to internal and external stakeholders.
Experience resolving problems and challenges of complex, highly technical issues with internal and external, public and private stakeholders, who have varied levels of knowledge of aviation and transportation principles and practices.
Experience building working relationships with internal and external stakeholders and presenting information to stakeholders in groups of all sizes orally and in writing.
Minimum Education and Experience Requirements

Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including four years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
