GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. WYDOT is currently seeking a Technical Operator Technician II based in Rock Springs, Wyoming, to assist traffic operations and lead technicians with installing and maintaining all electrical and electronic devices within the district. This includes, but is not limited to, traffic signals, roadway lighting, tunnel lighting, road closure systems, school crossings, flashing beacons, and other various systems.

Rock Springs is the 5th largest city in Wyoming and is known for outdoor activities such as fishing, biking, hiking, and golfing as well as activities at the nearby Flaming Gorge National Recreation Area. The city celebrates “International Day” each summer with a festival where the foods, costumes, and traditions of the town's ancestors are recreated. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Repairs builds, and maintains complex electronic equipment.

  • Maintains and diagnostics hardware and software.

  • Replaces damaged parts; inspects and diagnoses specific problems.

  • Performs preventive maintenance, emergency repair and troubleshooting, modifications, utility locates, operation, and software maintenance, and oversees initial operations.

  • Monitors operations remotely, and maintains and modifies site parameters using software when site changes are made.

  • Responsible for site and factory-acceptable tests on new installations.

  • Responsible for procurement, inventory, and planning.

  • Troubleshoots, maintains, repairs, installs, performs utility locates, and inspects contractor installations of complex electrical and electronic devices.

  • Provides traffic control when needed and wears proper protective equipment.

  • Completes daily, weekly, and monthly reports and inspection forms.

  • May provide advanced training to less experienced specialists.

  • Responsible for adhering to all safety standards, policies, and procedures to include the correct use of all associated personal protective equipment.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference will go to applicants with traffic signal Level I or above IMSA certification.

**Must have the ability to obtain a Wyoming CDL Class A license

**Must have the ability to obtain a Certification to operate specified equipment as directed by WYDOT.

**Must have the ability to obtain a Certificate of course completion of Defensive Driving.

**Must have the ability to obtain a First Aid/CPR certification.

**Must have the ability to obtain a Flagger certification.

KNOWLEDGE:

  • Basic knowledge of hand tool use.

  • Knowledge of troubleshooting electrical or electronic devices.

  • Ability to read and use a digital multimeter.

  • Ability to perform the job in a safe manner.

  • Ability to obtain proper training in basic first-aid and CPR.

  • Ability to work at heights above 45 feet out of a bucket or lift truck.

  • Ability and experience with construction work.

  • In-depth knowledge and understanding of the internal workings of traffic signal components and cabinets.

MINIMUM QUALIFICATIONS:

Education & Experience Substitution:

3-4 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician I

Certificates, Licenses, Registrations:

Some agencies may require a valid Class C driver's license.

Associates Degree

Experience:

0-1 year of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician I

Certificates, Licenses, Registrations:

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Works at heights of 45 feet and below out of a bucket or lift truck.

  • Individuals in this classification must be available for emergency work calls anytime, including nights, weekends, and holidays.

  • Must be able to spend nights out of town when required.

  • May work in extreme weather and involve heavy lifting.

  • Work in adverse environmental conditions, including but not limited to rain, snow, hail, and heat.

  • May work around high-speed traffic and heavy construction equipment.

NOTES:

  • FLSA: Non-Exempt

  • Must obtain a Class A CPL within 30 days of employment.

  • Must obtain a Class A Commercial Driver's License with appropriate endorsements after 1 year of employment.

  • WYDOT will conduct motor vehicle record checks to verify a valid driver's license.

  • Individuals in this classification must pass a pre-employment drug screening and/or physical and will be subject to random drug and alcohol testing.

  • Occasional overnight travel may be required.

  • Individuals in this classification may be available for emergency work calls at any time, including nights, weekends, and holidays. Acceptance of an appointment to this classification signifies that the individual is aware of this requirement and will comply with it. Failure to be available for emergency work without an acceptable excuse will be grounds for immediate disciplinary action and possible dismissal.

  • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.

  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
