Summary Serves as a Technical Publications Writer within the Aircraft Certification Service (AIR). The Technical Writing Section supports Aircraft Certification Service activities by providing technical writing, editing, and project management of a large number and a wide variety of technical documents from across the organization, including special conditions, exemptions, rule making, policy, Advisory Circulars, and Orders. Responsibilities The incumbent serves as a Technical Publications Writer performing a variety of writing, editing, and project management duties in support of the Aircraft Certification Service (AIR). The incumbent performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. The incumbent conducts research using a variety of sources to collect information used as groundwork in generating documents. Gathers necessary technical information from subject matter experts (e.g. aerospace engineers) as well as other technical writers/editors, team lead, attorneys, and/or management officials. Applies experience and advanced knowledge in writing and editing to analyze, interpret, and integrate technical information in a variety of formats. The incumbent works independently to primarily prepare, write, edit, research, and develop and/or process the following: Advisory Circulars (ACs), and regulatory/policy documents including rule making notices, amendments, regulatory evaluations, exemptions, special conditions, and related supplementary materials. Oversees the timely processing of these documents by tracking, monitoring, and reporting on their progress via computer databases. Ensures: (1) all documents are clear and comprehensible. (2) There is a logical development of subject matter. (3) The level of concept, expression, and vocabulary are appropriate for the target audience. (4) Conclusions drawn are valid and supportable by reference to facts. (5) Conclusions are consistent and compatible with other documents and conform to established Agency and departmental procedures and the Administrative Procedures Act. The incumbent is the Branch’s source for ensuring adherence to plain-language and performance-based principles in the development of policy and regulatory documents. Contributes to the development of section processes and ensures that issuance and publication of assigned projects occur within the time limit specified by the Administrative Procedures Act, other statues, or Agency/Service policy. The incumbent maintains a regulatory control system to ensure effective and expeditious handling of all document and information pertaining to each regulatory project. Demonstrates considerable independence in planning time and using assigned resources to accomplish tasks or projects and referring only very unusual or critical phases of work to the supervisor. Resolves most problems and work issues without assistance. Identifies problems concerning processes and procedures when applicable and develops and implements solutions when requested. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support activities of the organization unit and may affect project/program objectives for the major subdivision and the LOB/SO. In some specialties, the work may affect internal and external customers. Performs multiple and varying assignments under the limited supervision of the Section Manager. Acts as an individual contributor and as a member of a team. Assignments require knowledge and experience working across functional and/or organizational lines. Established policies/procedures provide guidance for most assignments but allow some flexibility for the employee to select the most appropriate approach or recommend new approaches, in coordination with the Section Manager. Qualifications To qualify at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience that requires substantial subject matter and technical knowledge of the aerospace field. Experience writing and editing complex technical material drafted by others using established practices, standards, and guidance including application of technical communications concepts (e.g. writing/editing software and information design).
