Executive Director, Office of Acquisition and Logistics Supervisory Contract Specialist in United States

Summary This position serves as a Supervisory Contract Specialist in support of contracting requirements for the Department of Veterans Affairs (VA) and its customers for the Strategic Acquisition Center (SAC). These acquisitions include complex contracts or programs that are critical in carrying out the mission of VA and other Government agencies. Responsibilities This is a non-bargaining unit position. Government travel for training, meetings, or customer interactions will be required in this position. Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. Major Duties: Develop innovative acquisition strategies using a wide variety of acquisition methods. Plan contracting actions by performing duties such as developing acquisition strategies, determining pre-negotiation positions, and determining the types of contracts and negotiation authorities. Direct a full range of contract administration actions such as contract modifications, negotiation of changes, exercising of options, resolution of delays, disposition of claims, tracking contractor performance, and other related matters. Conduct cost and price analysis. Select between fixed price, cost reimbursable, time and material, incentive contracts, award fee contracts, etc. to determine the most appropriate type of contract to be used. Use best-value acquisition techniques to process procurements (e.g. cost and price analysis, market and technical information). Evaluate proposals for compliance with complex technical specifications. Conduct competitive range. Conduct negotiations for complex contractual actions involving contract changes and modifications. Monitor the progress and performance of contractors (e.g. timely submission of deliverables, timely processing of invoices, or timely submission of reports). Serve as principal advisor to program officials on procurement related matters. Conduct conferences or oral presentations with prospective contractors to arrive at a clear understanding of solicitation requirements and make presentations of source selection decisions or other procurement decisions to upper management. Provide technical advice or information to industry, government agencies, internal customers or other contract specialists. Ensure the organization's strategic plan, mission, vision, and values are communicated to the staff. Represent a department or organization at negotiations, conferences or other contracting meetings. Assist the program office in preparing any necessary statements of work and specifications. Document justifications for decisions made in contractual actions. Prepare formal responses for Congressional inquiries and protests. Prepare reports that document status and progress of contract actions in meeting established milestones and deadlines. Establish priorities and milestones for assigned contracting projects. Direct the activities of acquisition professionals by establishing work schedules and priorities. Plan work to be accomplished by subordinates based on consideration of the difficulty and requirements involved and the capabilities of the staff. Evaluate performance of subordinate employees. Identify training needs of subordinate staff. Initiate nondiscriminatory practices and affirmative action for the area under his/her supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants: (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of their skills. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2024. Individual Occupational Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. AND Specialized Experience: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience with policies and procedures applicable to acquisition and contract administration; change orders, supplemental agreements, terminations, claims, cost/price analysis techniques, change order proposals; various types of contracts; negotiating prices, terms and conditions, contract modifications and settlements; monitoring contractor performance and compliance with terms and conditions of the contract; effective and professional oral and written communication; providing information to all levels of management within and outside of an organization (i.e. customers, vendors, subordinates, executive level management). Experience leading a team overseeing work assignments and projects of an acquisition workforce. There is no educational substitution for the GS-14 level. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
