World Vision is hiring a Senior Manager of Grants and Contract Services to serve on the Finance and Legal Team.

Required Experience: Bachelor's degree. 5 years of work experience with NGOs. Experience managing USG-funded projects, especially in complex partnering. Solid knowledge of regulations or standards governing USG, UN, Global Fund agreements.

Work Authorization: Must be authorized to work in the U.S.A. for any employer.

Travel: Up to 20% of time both in development and fragile contexts.

Estimated Salary Range: $100,000.00 - $120,000.00

The Job

World Vision is looking for a Senior Manager of Grants and Contract Services to manage a team of Grant and Contract Services professionals in support of the Director, to ensure compliance standards are met for various types of financial assistance awards. Serve as a principal advisor to the International Programs Group, field office staff, other WV Partnership stakeholders, US Programs, and WVUS senior management regarding complex regional portfolios.

S/he will develop and execute team goals that are fully aligned with corporate objectives. They will help lead and carry out our Christian organization’s mission, vision, and strategies and personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word, and sign.

Responsibilities

Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role.

Management staff members.

Effectively use management skills to lead and develop assigned team, approving goals, work products, expense reports, and schedules, developing capacity building plans, and providing oversight regarding workloads.

Hire, fire, train, counsel, evaluate, and recommend salary increases, promotions, and other personnel actions for those under direct supervision.

Compliance Oversight

Oversee and manage compliance for various types of financial assistance awards (contracts, cooperative agreements, grants, subgrants, subcontracts, implementation agreements, memos of understanding, etc.) for global portfolio of assistance instruments.

Coordinate and negotiate all new awards and award amendments or modifications with various funding agencies including compliance review prior to signature. For regional portfolios under management, provide input and technical support to International Program Group team members during concept paper development and proposal submission process

Develop and implement various WVUS policies, procedures, and systems to help WVUS comply with governmental policies, procedures, regulations, and statutes.

Ensure that processes and systems are functioning effectively and efficiently, implemented with consistency, reviewed, and updated as appropriate, and have appropriate internal controls and security features to safeguard company assets and comply with regulatory requirements.

Assist in the development and management of policies and procedures for managing USG programs.

Technical Advisor

Provide critical and routine compliance information for the purpose of monitoring, control, and decision making to IPG middle and top management, and other WVUS and Partnership stakeholders to meet funding agency requirements.

Provide representation and compliance advice, including conveyance of legal advice from WVUS attorneys, to stakeholders such as sector and regional teams.

This may include but is not limited to: providing analysis and recommendations on proposals and budgets; providing regulatory, contractual, policy, and procedural compliance issues; and/or provide recommendations to leverage field review visits for multi-stakeholder needs. · Ensure and oversee that Grant and Contract Services roles, responsibilities, and procedures are accurately reflected in IPG procedures, e.g., RACI.

Assist Partnership in drafting appropriate legal agreements for WVUS awards.

Coordinate with World Vision International internal audit and legal departments to ensure Partnership adheres to all U.S. Government compliance and regulatory matters.

Draft, finalize and distribute to the Partnership “WVUS Grant Management Technical Service Bulletins.”

Funding Agency Relations

Develop and maintain effective working relationships with various funding agency personnel, including agency agreement, contract, and policy officers for regions under management in order to be as effective as possible in contract negotiations and to keep apprised of policy and regulatory changes.

Provide input to WVUS comment letters to funding agencies regarding proposed revision and implementation of their policies and regulations.

Research& Technology

Research legal and regulatory issues affecting the acquisition and implementation of financial assistance awards.

Oversee management of legal audit files, datasets, and systems for the GCS team, including own regional portfolios.

Training

Update one to two complex in-house compliance-training workbooks.

Design and conduct compliance training workshops within Partnership, both domestically and internationally.

Mentor staff to ensure compliance with internal policies and external funding agency requirements.

Work collaboratively with team members when assigned to work as a member of a team.

Perform other duties as assigned.

Maintain awareness of corporate goals, objectives, organizational announcements, and activities via reading of the WVUS intranet and other corporate communications tools to disseminate to the GCS team. Reference and follow organizational policies and procedures, seeking clarity as needed.

Required Experience

  • Bachelor's degree or equivalent work experience (eight years).

  • Master’s degree preferred.

  • In addition to education or education equivalent, 5 years of work experience with NGOs.

  • Significant depth and breadth of experience managing USG-funded projects, especially in complex partnering.

  • Solid knowledge of regulations or standards governing USG, UN, Global Fund agreements.

  • Spanish, Portuguese and/or French language capability preferred, and required for some regional portfolios (e.g., Latin America, West Africa, Southern Africa).

  • Previous supervisory experience highly desired.

    Salary Range & Benefits:

  • WVUS Pay Grade Level: 227

  • The full range for this position is $90,187.62 - $145,905.62

  • Typical hiring range is $100,000.00 - $120,000.00

  • This range applies to locations with a market similar to our Washington D.C. office. A different range may apply based on your work location.

  • Job offers are based on relevant qualifications and pay equity.
