Job Summary

Under general direction, is responsible for assisting with the planning and administration of municipal recreational programs. Accountable for technical work in a recreational specialty, and administrative work in assisting in the planning and promotional phases of the programs. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Location

This position can be placed at any one of the twenty-four (24) City outdoor pools. At the Department's Discretion, the work location and days/hours may be subject to change.

Work Hours

Shifts will vary during pool operating hours of 7:15 a.m. -8:15 p.m.; Monday - Sunday. Shifts will vary during Lifeguard training classes, special events, and Aquatics programs.

Essential Job Functions

  • Approves, coordinates, implements and reviews program activities and special events at centers.

  • Schedules rooms, recreation areas, facilities and fields for community use when requested.

  • Promotes and refers citizens to community programs that best meet their needs.

  • Assumes responsibility for equipment and supplies. Keeps inventory current, and orders new materials and equipment, occasionally lifting and carrying equipment weighing 10-15 pounds.

  • Assumes responsibility for the building and grounds, including completing maintenance reports and making suggestions for new facilities, when needed.

  • Speaks at Community Clubs, PTA, and other organizations on recreation programs.

  • Assists in preparing, reviewing, monitoring, and compiling program budgets.

  • Plans, organizes, promotes, reviews and directs municipal leagues and tournaments in individual and team sports, to include conducting registration sessions; setting dates and times; determining sites and other related responsibilities, depending on area of assignment.

  • Plans, organizes, promotes, reviews, and directs aquatic programs, swimming meets, lifesaving instruction sessions, and other related responsibilities, depending on area of assignment.

  • Supervises, trains and evaluates assigned staff.

  • Performs related duties and fulfills responsibilities as required.

  • Participates in continuous in-service skills training.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Two (2) years of experience instructing and/or implementing and evaluating recreation programs.

  • Valid Class "C" Texas Driver's License.

  • Instructor's Certificates in Water Safety, First Aid, and CPR or obtain within six (6) months of probation period, if assigned to aquatics program.

Preferred Qualifications

  • One (1) year of supervisory experience

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of techniques used in organized recreation and/or social activities for all age groups.

  • Knowledge of recreational safety rules and regulations and emergency action plans and their applications.

  • Knowledge of applicable policies and guidelines.

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of budget preparation and administration.

  • Skill in using office equipment and basic software such as Microsoft Office.

  • Ability to organize and promote recreational programs.

  • Ability to analyze local community trends and adjust recreational programs based on these.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to develop work schedules and coordinate work assignments.

  • Ability to prepare clear and concise reports.

  • Ability to coordinate and schedule events with outside organizations.

  • Ability to perform all the essential functions of the position, with or without accommodations.

  • Ability to work indoors and outdoors.
