Federal Motor Carrier Safety Administration Program Manager (Division Administrator) (Open to both U.S. Citizens and Federal Employees) in United States

Summary As the Division Administrator for the Federal Motor Carrier Safety Administration’s Division office, the candidate provides leadership in developing and administering a multifaceted transportation safety program through a multi‑level staff and represents the Federal Motor Carrier Safety Administration in dealings with Federal and State government and with local business officials on transportation safety and commercial transportation issues. Responsibilities As a Program Manager (Division Administrator), you will: Develop and implement a broad transportation safety program in the State focusing on motor carrier issues in order to achieve a measured reduction in fatalities. Assure effective management of the Division's day‑to‑day operations and directs the implementation of program actions to resolve problems or controversial issues which impede the accomplishment of program objectives. Provide leadership for the Division for motor carrier compliance and enforcement programs such as PRISM, CDL, hazardous materials, MCSAP, ITS/CVO etc. Provide leadership and direction, through subordinate program managers, to a diverse staff of Safety Specialists and support personnel who are performing safety work and grants oversight. Have programmatic oversight and reimbursement approval for all funding managed by the Division under the Motor Carrier Safety Assistance Program (MCSAP), including Innovative Technology Deployment and CMV Safety High Priority grants, and the Commercial Driver's License Program Implementation grants. The ideal candidate is a mission focused highway safety professional. Excellent inter-personal skills are required. Some customer service/customer relations experience or a demonstrated ability to relate to all types of personalities in challenging, sometimes contentious, circumstances is essential to success. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in developing and implementing transportation safety programs and evaluating the effectiveness of these programs in two or more of the following areas: motor carrier safety compliance and enforcement; motor carrier safety assistance program; commercial driver licensing; motor carrier performance and registration information systems management; or hazardous materials. Experience managing or supervising that involved: planning and assigning work to subordinates; evaluating employee performance and providing advice and instruction; identifying training needs; hearing and/or resolving subordinate complaints; and/or effecting employee disciplinary action or recommending other related action. Education Additional Information ADDITIONAL CONDITIONS OF EMPLOYMENT: Assignment Agreement: For the Honolulu, HI duty station a 36-month assignment agreement is required. At the conclusion of this OCONUS assignment (minimum duration of 36-months), if the employee requests to be returned to their home location, FMCSA will attempt to return the employee to an FMCSA CONUS office where a vacancy exists. Assignments are determined based on the needs of FMCSA.
