Federal Acquisition Service Management & Program Analyst in United States

Summary As a Management and Program Analyst, you will serve on the staff of the Director, Office of Business Operations as a program expert for PSHC strategic initiatives and PSHC organizational development matters Location of position: GSA-FAS- Office of Professional Services and Human Capital (PSHC), This position will be a virtual/full-time telework position. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. Evaluates and analyzes the organization’s financial, business, and strategic alignment and operational structure relative to the accomplishment of program goals and objectives. Develops recommendations for programs, operating policies and/or procedures. Provides leadership, expertise and authoritative advice for assigned program activities, obtaining appropriate resources to facilitate accomplishment of objectives. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. The work involves aspects of new, controversial and extremely complex initiatives requiring extensive analysis and evaluation, development of new and advanced methods, organizational structures, management processes, procedures, and guidelines. Develops, and conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience evaluating and providing technical assessments on financial status, projected status and required actions; providing fiscal support and oversight on complex financial issues; advising on, developing, coordinating and carrying out financial policies, procedures, and plans; exercising effective internal control over the financial resources of an organization; reviewing, analyzing, evaluating and reporting upon program accomplishments in financial terms; and knowledge of financial qualitative and quantitative techniques to analyze the effectiveness of financial programs.
