The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans, manages and coordinates the implementation of projects; identifies customers' information system requirements to determine activities to be performed by sub-organizations within IT; Assigns accountability for the completion of major project segments; determines final deliverables. Identifies, coordinates and integrates the activities of IT personnel/organizations and customer organizations involved in the project implementation; Leads project implementation teams. Defines, coordinates, develops and manages project master plans. Develops, coordinates, integrates and maintains Project Progress review documentation; monitors and tracks the creation and status of all related Security certifications and Request for Information Services (RIS) documents; Plans, leads, coordinates, communicates, integrates, evaluates, and is accountable for the overall success of the information technology program, ensuring alignment with critical strategic objectives and agency priorities. Sets a series of annual, multiyear, or similar types of long-range work plans and schedules for in-service work. Assures implementation of the goals and objectives for IT program(s). Determines the best approach or works with other high-level managers to determine the best approach for resolving budget windfalls and/or shortages; and plans for long-range staffing needs. Works closely with other high-level program officials in the development of overall program goals and objectives. Ensures the work efforts achieve the outcome specified within the agency's business and information technology strategies, including appropriate strategic, life-cycle management, and capital IT investment plans. Work includes project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, and resource allocations. Manages the execution of all planning, marketing, budget development and execution, customer support, acquisition, and contractual activities associated with the program(s) to include acquisition planning, preparing Statements of Work, and requests for proposals and information. Develops, modifies and reviews the IT sections of project plans. Recommends acceptance or rejection of plans developed by contractor. Provides technical and procedural information to taxpayers and their representatives over the telephone and in writing. Researches and analyzes information retrieved from automated and manual systems to verify financial information and to conduct investigations. Makes lien determinations and referrals to other business units and initiates adjustments on tax accounts to ensure proper assessments, filing status, or application of payment. Directs and monitors integration activities performed by IRS and contractor technical staff. Identifies and documents integration issues, risks and gaps. Establishes project documentation requirements or procedures. Requirements Conditions of Employment Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. GS-15 LEVEL: To be eligible for this position at this grade level, you must meet the requirements below. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service: Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is both Bargaining and Non-Bargaining unit positions. Tour of Duty: Day shift - start and stop times are between 6:00 a.m. to 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.
