Summary You will serve as a Human Resources Specialist in the Staffing Department of OCHR (Office of Civilian Human Resources). Responsibilities You will serve as an expert, troubleshooter and consultant to OCHR developmental Staffing Specialists, HRO staff, hiring managers on all personnel staffing matters with responsibility for resolving controversial, complex cases. You will advise on recruitment actions, resolving problems of more than average difficulty involving unique, frequently hard-to-fill administrative, scientific and professional positions. You will perform job analysis through review of established position descriptions or equivalent level descriptors, classification and qualification standards, and discussions with hiring managers to determine requirements and level of expertise. You will coordinate effective dates with HRO personnel and/or managers to determine effective dates for requested personnel actions. You will ensure recruitment activity is conducted in compliance with merit promotion/Direct Hire Authority/Delegated Examining, priority placement or mandatory consideration programs Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing a full range of staffing and placement activities using multiple recruitment strategies and providing advisory services to managers.
