Summary About the Position: As Senior Engineering Technician, you will provide contract administration and construction quality assurance (QA) services for the Resident Office. Process contract modifications and task order awards requiring a government cost estimate. Review and resolve large claims that may take a significant time to process. Responsibilities You will provide expertise and guidance concerning safety and quality assurance to all sections and personnel under the purview of the Resident office Conduct a wide array of activities associated with negotiation changes and new task orders awards with contractors. Provide advice and instructions to Resident or Project Office employees on contract administration issues to include training of Resident Office staff. Provide technical support to the Project office utilizing various scheduling systems. Work with the Office Engineer processing contract modifications from preparing cost estimates, evaluate contractor’s proposals, evaluate claims and finalize modification documents for the Contracting Officer. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes preparing change requests and construction cost estimates; AND field engineering duties (QA field rep duties) AND providing advice on scheduling requirements AND reviewing contractor's proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. A one year probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
