The Deputy Director of Utilities for Administration & Engineering in the Charlottesville Department of Utilities, performs complex professional and administrative work in assisting the Director in a variety of assignments relating to organizational goals and objectives, strategic planning and priorities, capital improvement planning, department wide initiatives, special projects, operational efficiencies, fiscal activities, and administrative and engineering operations. Works independently and reports to the Director of Utilities.

The preferred hiring amount for this position is between $112,840.00 - $141,336.00 Annually . Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Plans, organizes, and coordinates the engineering and administrative functions of the department and/or management support divisions as assigned by the Utilities Director

  • Develops, manages, and analyzes the Department’s operating and capital budgets, including contract administration and project financial reviews.

  • Manages and coordinates with contractors and consulting engineers on capital improvement projects, including but not limited to, capital project planning and program development, budgeting, and construction sequencing.

  • Evaluates policies and procedures, presents recommendations for revisions to the Utilities Director, administers assigned projects and monitors progress.

  • Administers and oversees the Department’s recruiting and hiring processes.

  • Provides oversight and supervision of administrative support services including payroll, A/P processing, leave, and human resources needs.

  • Leads and performs engineering services including site plan review, design engineering, capital improvement project planning, and development of the utility design standards manual.

  • Fosters, develops, and maintains positive employee and labor relations, including resolving complaints and grievances in a timely manner.

  • Supervises, coaches, trains, motivates, and evaluates the performance of assigned staff; interviews, selects, assigns work, and administers disciplinary action to subordinate employees in accordance with established personnel policy and procedures. Establishes professional standards for work quality, quantity, performance, and accountability.

  • Consults and collaborates with executive staff and senior departmental leadership and provides advice and counsel on complex management issues, organizational structure, feasibility and the potential impact of varying courses of action; coordinates interdepartmental program elements with City-wide goals.

  • Manages and monitors annual action plans of department in support of Council's strategic priorities. Ensures that departmental goals are incorporated into performance objectives and provides direction and oversight for quarterly progress reporting.

  • In collaboration with the Utilities Director, provides leadership and management direction to planning and executing team building and professional development of staff.

  • Represents the Utilities Director at various internal and external events to further the department's employee and community engagement initiatives. Assists in community engagement events that showcase the department’s priorities and produces and records meaningful community dialogue and conversations.

  • Collaborates across the department to determine quality and adherence of work, manages workflow and the exchange of information and ensures compliance with established policies and procedure.

  • Coordinates initiatives and interactions between Utilities and other departments or external agencies.

  • Reviews and analyzes major studies and reports for impacts upon the department, community, and organization.

  • Develops and recommends policy and procedure changes to the Utilities Director.

  • May act as Utilities Director in their absence.

  • Subject to call back for weather and non-weather emergencies.

  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.

Education, Experience and Skills

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s degree in accounting, economics, business or public administration, engineering or other local government services field, and 5 years of experience in a manager level or equivalent higher-level positions, and demonstrated experience as a senior member of a management team;

    OR

  • Associate’s degree in accounting, economics, business or public administration, engineering or other local government services field, and 7 years of experience in a manager level or equivalent higher-level positions, and demonstrated experience as a senior member of a management team;

    OR

  • High School diploma or GED and 9 years of experience in a manager level or equivalent higher-level positions, and demonstrated experience as a senior member of a management team;

    OR

  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

    Preferred:

  • Master’s degree.

  • 10 years of experience in a manager level position.

  • Experience with engineering, human resources and finance.

    Certifications/Licenses/Other Requirements

  1. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.

  • Choose from two options:

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
