Bureau of Reclamation Contract Specialist in United States

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Contract Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered. Responsibilities Prepares contracting officer decisions relating to protests and disputes. Establishes acquisition plans, milestones, and acquisition strategies including developing solicitation cost accounting standards, warranties, liquidated damages, advance payments, rights in data, safety requirements, and other provisions. Performs cost/price analysis, including cost breakdowns to determine reasonableness, allocability, and allowability. Serves as contract administrator on awarded contracts until final delivery and payment are completed and the contract is changed out. Negotiate and execute contract modifications or prepare modifications for execution by the contracting officer. Builds collaborative partnerships and customer alliances with internal and external customers that facilitate the Bureau's mission accomplishment. Engages with customers and applies practices and principles of good customer service, manages customer conflicts/issues and demonstrates collaborative competencies. Basic Requirements A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. or I am currently in the 1102 series at the GS-5 through GS-12 grade level and I occupied this position on/or before January 1, 2000. In addition to meeting one of the basic requirements above, applicants must possess the following specialized experience and/or education to qualify for this position: GS-11: To qualify at the GS-11 level, you must possess one year of specialized experience equivalent to at least the GS-09 level in Federal Service. Specialized experience at this level is defined as experience working with multiple types of contracts, methods of contracting, selection factors, and assisting in the development of appropriate strategies to conduct negotiations. Experience must include substantial pre-award and post-award elements (e.g., market research, acquisition planning, solicitation preparation, evaluation of bids/quotes/offers, source selection, dispute resolution, modifications and closeout). In addition, specialized experience must include one of the following: One year of experience in Open-Market competition, award and administration of general supplies and services. One year of experience in simplified acquisitions. One year of experience as a Contract Specialist substantially involved in the award of Indefinite Delivery Vehicles (e.g., Indefinite Delivery/Indefinite Quantity contracts or Blanket Purchase agreements) or awarding contracts using FAR Part 15 Contracting by Negotiation Procedures or awarding complex task orders. or You could otherwise qualify on the basis of Education having 3 full academic years of progressively higher-level graduate education or Ph.D or equivalent doctoral degree. or You may combine specialized experience and education to meet the minimum qualifications. GS-12: To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to at least the GS-11 in Federal Service. Specialized experience at this level is defined as experience working with multiple types of contracts, methods of contracting, selection factors, and assisting in the development of appropriate strategies to conduct negotiations. Experience must include substantial pre-award and post-award elements (e.g., market research, acquisition planning, solicitation preparation, evaluation of bids/quotes/offers, source selection, dispute resolution, modifications and closeout). In addition, specialized experience must include one of the following: One year of experience acquiring Architect and Engineering Services. One year of experience in Open-Market competition, award and administration of general supplies and services. One year of experience in simplified acquisitions. One year of experience as a Contract Specialist substantially involved in the award of Indefinite Delivery Vehicles (e.g., Indefinite Delivery/Indefinite Quantity contracts or Blanket Purchase agreements) or awarding contracts using FAR Part 15 Contracting by Negotiation Procedures or awarding complex task orders. This position does not allow substituting education for experience at the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/29/2024. Education This position has a mandatory education requirement.
