Description
The Human Resources Department of the County of San Mateo is seeking well-qualified applicants for the position of Community Program Specialist I.
The Community Program Specialist will be responsible for supporting all aspects of the Jobs for Youth Program, as well as collaborating fully on the other programs and areas of responsibility of the Organizational Development division of the Human Resources Department, including supporting talent pipeline initiatives and programs.
The County of San Mateo Jobs for Youth (JFY) program supports county youth ages 14-21 in achieving their career and higher education goals via our three pillars of success/services: career development workshops, connecting youth to employment opportunities throughout San Mateo County, and access to an annual scholarship for higher education. JFY envisions a community in which every youth feels empowered to take charge of their career and economic future.
The Community Program Specialist will work collaboratively with the JFY Program Manager to provide administrative and technical support for the overall program, the JFY Workgroup, the annual fundraising Scholar Celebration, the Al Teglia Scholarship program, and the JFY Summer Internship program. The Community Program Specialist, representing Jobs for Youth, will facilitate JFY job preparedness workshops, which may include workshops conducted in Spanish. English and Spanish bilingual skills are strongly preferred for this position.
This role involves building and maintaining community partnerships on behalf of the JFY program and conducting targeted outreach to underserved communities that have traditionally been less engaged with JFY services. The Community Program Specialist will utilize multiple database management systems, including Salesforce and SurveyMonkey, to collect and analyze youth data, connect young individuals to employment opportunities, and recruit youth for the annual scholarship program. This is an ongoing position that plays a key role in expanding JFY's impact within the community.
Essential to the position will be the ability and flexibility to successfully collaborate with co-workers to ensure the success of all programs and initiatives within the Organizational Development division.

Examples Of Duties
In addition to the specific duties listed above, general duties may include, but are not limited to the following:
Develop, and maintain plans for a program or a major function of a program.
Develop and implement planning and research methodology that serves to identify service needs and priorities including the development of survey instruments for use in data collection.
Collect and analyze data and develop a community profile on specific programs.
Identify and pool existing resources in the community.
Arrange staff services for and/or assist service providers, community groups, and other special interest groups.
Coordinate and work with agencies and individuals in a specific community program to identify problems or facilitate program goals.
Organize and coordinate workshops, meetings, or sessions for individuals and groups in the community involved in specific programs.
Evaluate specific projects, project goals, program goals, and client impact.
Coordinate specific components of a service-delivery system by identifying, researching, and analyzing potential or available resources, by mobilizing resources through to preparation of required documents and materials, and by maintaining functional and supporting linkages among service providers.
Provide technical assistance and consultation to the related agencies, community groups, and other interest groups.
Hold meetings, provide information, identify gaps in services, and determine clients' needs.
Prepare a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures, and other written materials.
Perform related duties as assigned.
Qualifications
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Two years of experience in an organization providing social services which has included responsibility for community service program development such as planning, evaluating, monitoring, or coordinating projects.
Knowledge of:
Principles, practices, and administrative requirements of the program(s) to which assigned.
Contemporary social, political, and economic trends related to community services.
Principles of social planning and program development related to community services.
Specialized technical knowledge related to assigned program area.
Monitoring and evaluating systems for community services programs.
Formulation and function of community and volunteer organizations.
Current social and community needs.
Principles and practices in community development and services planning.
Methods applied to the collection and evaluation of statistical data.
Principles of community organization.
Applicable federal, state, and local laws, rules, and regulations and County and program policies and guidelines.
Computer applications related to the work.
Office administrative practices and procedures, including records management and the operation of standard office equipment.
Skill/Ability to:
Make independent judgments and work independently.
Prepare concise reports and recommendations.
Communicate effectively in writing and orally.
Coordinate multiple facets of a program function.
Interpret rules, regulations, and guidelines at all government levels.
Compile, analyze, and interpret data using statistical and research techniques.
Establish and maintain cooperative working relationships with members of other departments and diverse community groups.
Plan, organize, promote, and coordinate diverse community program activities.

The examination process will consist of the following:
Pass/Fail Application Screening (which may include a short phone interview screening) where your submissions are evaluated for relevance to the position and needs of the County.
Civil Service Panel Interview which will determine your ranking on an eligible list and referral to the hiring manager for consideration, should you pass the interview. Depending on the number of applicants, the interview may be waved, and eligibility list ranking will be based on the Application Screening.
All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination process. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
