Parsons is seeking a candidate with a desire to enhance the fabric of our community in Toronto, CAN Role Description: Parsons is now hiring a Senior Specialist, Conventional Signaling and Grade Crossings for ongoing work on the GO Rail Network in the Greater Toronto area. The successful candidate will participate as a member of Parsons’ Technical Advisor team, located at the Joint Project Office near Union Station in Toronto, and will travel periodically to the GO train system throughout the Greater Toronto and Hamilton Area, as required.The Metrolinx GO Expansion program will modernize southern Ontario’s 500+ km GO Train system by adding stations, increasing system capacity, replacing existing diesel locomotives with electric or hybrid locomotives using overhead catenary at 25kV, and deploying Enhanced Train Control (ETC) throughout the GO Train commuter rail network.The Enhanced Train Control Project is a major component of the Metrolinx On-Corridor program and contemplates the deployment of a modern train control system on the Metrolinx Rail Network and the modernization of signaling infrastructure, including 100+ grade crossing warning systems.This deployment of Enhanced Train Control will be the largest re-signaling project ever undertaken on a commuter rail network in North America. In this role you will:

  • Develop requirements and standards relating to Conventional Signaling and Grade Crossing Warning Systems (GCWS).

  • Develop conceptual designs and layouts

  • Prepare tradeoff (e.g. cost-benefit) analyses and cost estimates

  • Produce Statements of Work to guide the work of the client’s detailed design and construction contractors

  • Assess the suitability of Conventional Signaling and GCWS designs proposed by contractors and guide the design process to achieve the associated specified requirements

  • Review contractor invoices and other submissions, to verify that their work complies with the Statement of Work

  • Lead a small team of more junior staff to produce clear, accurate designs, including the assignment and supervision of tasks, oversight of work products

  • Collaborate closely with the client’s technical tea​ Qualifications:

  • A minimum of 12 years of overall related experience, including direct experience in the design, implementation, operation or maintenance on operational railways (brownfield) of fixed-block signaling systems and grade crossing warning systems; direct experience with the products currently in service throughout the GO Train Network would be an asset

  • Working knowledge of the Transport Canada Grade Crossing regulations, standards, and handbook (or equivalent, with a demonstrated capacity to transfer knowledge quickly and efficiently)

  • Proficiency with CAD and/or drawing applications (e.g. AutoCAD, MicroStation, Visio, Paint 3D) would be an asset

  • Experience configuring, programming, and/or modifying Conventional Signaling and GCWS hardware and software (e.g. chassis layouts, cards, cable specification, layouts & installation, port assignments, ladder logic), or equivalent

  • Strong project management skills, particularly the assignment of tasks to, and supervision of, more junior staff (PMP certification would be an asset)

  • Ability to communicate clearly in English, both orally and in writing, and to follow oral and written instructions.
