Description

WHAT WE OFFER

  • General Salary Increase - 3.50% effective 12/22/2024.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.

  • Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.

  • Vacation Accrual – Initially 14 days per year; after approximately 5 years of service increasing to 19 days a year; after approximately 11 years increasing to 20 days per year and then increasing 1 day a year through 15 years of service; topping out at 26 days per year after approximately 20 years of service with a maximum accumulation of 400 hours.

  • Vacation Leave Redemption – After 14,560 hours (equivalent to 7 years) of continuous County service the ability to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

  • Health Plans – You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. For Plan Year 2024 tier one for employee only is $502 per pay period, tier two for employee plus one is $730 per pay period and tier three for employee plus family is $905 per pay period.

  • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.

  • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

    THE DEPARTMENT

The Department of Airports includes the Camarillo Airport (CMA) and the Oxnard Airport (OXR).

CMA, the former Oxnard Air Force Base, was established in the early 1950’s for coastal defense. A variety of military aircraft operated here until 1969 when the base was deactivated. After a surplus process, CMA officially opened as a General Aviation airport in 1976. It occupies approximately 650 acres of land and is owned and operated by the County of Ventura in partnership with the City of Camarillo through a Joint Powers Authority.

Today, CMA is the proud home of over 600 general aviation aircraft and there are between 150,000 and 200,000 take offs and landings per year. The airport community includes several aviation businesses providing flight instruction (fixed wing and helicopter), aircraft maintenance, charter, and storage services. CMA is home to the Experimental Aircraft Association (EAA), the Commemorative Air Force (CAF), the Ventura County 99's, and an Ultralight Airpark. There is also an Airport Business Park that includes several County agencies, and a variety of businesses.

CMA provides nearly $200 million in positive economic benefit to the local community and supports over 1,000 jobs. The Federal Aviation Administration recently recognized CMA as a National Asset. It certainly is a jewel to our local community and the County of Ventura.

OXR covers 230 acres and is located on the coastal edge of the 200-square mile Oxnard Plain, a mile and a half from the coastline on the southwest corporate limits of the City of Oxnard. The airport is classified as a non-hub commercial service airport and is home to one full service fixed base operator providing services such as aircraft charters, aircraft maintenance, and pilot supplies. The airport also hosts several car rental agencies, and a shuttle van services to Los Angeles International Airport. The Federal Aviation Administration recently categorized OXR as a Regional Asset.

THE POSITION

The Department of Airports' Maintenance Workers under supervision, or under direction (depending on the level) perform a variety of routine facilities and landscape maintenance, construction tasks, custodial duties, and equipment maintenance and service.

In the performance of these duties, the Airport Maintenance Workers regularly operate trucks and other motorized equipment and respond to questions from the public and airport tenants. The Senior Airport Maintenance Worker is expected to perform the most complex maintenance tasks.

THE IDEAL CANDIDATE

The successful candidate will be proficient in performing a wide variety of trades including installation, repair and maintenance of electrical, plumbing, and HVAC systems; welding, framing, masonry work, roofing, finish woodwork and carpeting; fencing, asphalt and concrete repair; plastering and painting; landscape maintenance, and installing and maintaining irrigation systems. Experience driving light trucks, tractor mowers, riding mowers and motorized equipment associated with maintenance and construction activities is highly desirable. The incumbent will also have experience applying herbicides and pesticides.

The ideal Senior Airport Maintenance Worker will possess experience driving airfield sweepers in compliance with FAA clearance procedures, rules, and regulations. Possess a Department of Pesticide Regulation Qualified Applicator license. Lastly, the successful incumbent will have experience providing quality customer service and demonstrated ability to establish and maintain collaborative relationships with all contacts in the course of their work.

PAYROLL TITLES AND APPROXIMATE ANNUAL SALARIES:

Airport Maintenance Worker: $43,407.16 - $60,770.03

Senior Airport Maintenance Worker: $48,578.78 - $68,010.29

NOTE: If appointed at the lower level, the incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

VETERAN'S POINTS: The Airport Maintenance Worker is an entry-level classification, and Veteran's Points may apply to the eligible candidates.

The Airport Maintenance Worker/Senior Airport Maintenance Worker are represented by the Service Employees' International Union Local 721 (SEIU) and are eligible for overtime compensation.

TENTATIVE SCHEDULE

OPENING DATE: Wednesday, May 22, 2024

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Performs airfield maintenance to Federal Aviation Administration (FAA) standards and specifications including but not limited to maintenance of airfield lighting systems, constant current regulator and emergency generator troubleshooting, associated lighting control computers, airfield markings, surface preparation and repair, safety climbing to maintain obstructions and beacons, tie-downs and chains, and general area cleaning and maintenance;

  • Maintains permanent and portable hangars by inspecting, assessing, planning, and repairing, metal siding, floors, and door mechanisms;

  • Performs installation, repair, and maintenance of electrical, plumbing, HVAC systems, fencing, and door mechanisms and locks; performs welding, framing, masonry work, roofing, finish woodwork, carpeting, tile and linoleum floor installations, asphalt and concrete repair, plastering, and painting at Airport facilities following correct procedures and complying with related regulations;

  • Performs landscape maintenance on Airport grounds including but not limited to planting, transplanting, and maintaining trees, shrubs, flowers, and lawns; installs and maintains irrigation systems; fertilizes and applies herbicides, pesticides, etc.; maintains landscaped areas around buildings, airfields, and along roadways; operates a large Airfield Mower;

  • Drives light trucks, tractor mowers, riding mowers, and operates motorized equipment associated with maintenance and construction activities in the performance of regular duties complying with safety regulations and procedures specific to the piece of equipment being used. (At the Senior Airport Maintenance Worker level, also drives airfield sweepers and operates motorized equipment associated with cleaning, maintenance, and construction activities in the performance of regular duties complying with FAA clearance procedures);

  • Performs basic custodial duties cleaning airport buildings and restrooms; uses supplies according to manufacturer's directions to prevent caustic combinations and damage to facilities;

  • Services and maintains equipment, small engines, and tools; reports need for replacement items to supervisor when identified; and picks up parts as needed for various projects;

  • Maintains watershed protective storm drainage slopes and drains;

  • Answers questions from the public and tenants; and notifies supervisor when inquiries relate to topics beyond the scope of responsibilities providing contact information to allow follow up to the customer;

  • Completes work orders, pesticide use reports, and activity reports as directed to accurately reflect activities performed;

  • Participates in continuing education to comply with requirements of the Department of Airports Maintenance Worker Program including obtaining and maintaining specific state and federal certifications and licenses;

  • May be required to respond to airport maintenance emergencies after hours or on weekends;

  • May supervise correctional custody crews; and

  • Performs other related duties as required.

EDUCATION, TRAINING AND EXPERIENCE

Any combination of education, training, and experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge and abilities also can be obtained by:

Airport Maintenance Worker

One (1) year of experience in general construction, facilities maintenance, grounds maintenance, or landscape maintenance.

Senior Airport Maintenance Worker

Three (3) years of experience in general construction, facilities maintenance, grounds maintenance, or landscape maintenance, one (1) year of which must have been in the maintenance and repair of airport facilities and equipment.

Necessary Special Requirements

  • Possess a valid California driver's license.

  • Ability to perform strenuous manual labor involving physical strength, agility, and stamina.

  • Ability to bend, stoop, reach, and lift/carry equipment weighing up to 50 lbs. with or without reasonable accommodation.

  • Must be willing and able to work safely while exposed to weather, changing environmental conditions, extreme noise, chemicals, and mechanical and electrical hazards.

  • Must be willing to wear a uniform.

  • New hires must pass the Airfield Driver Training requirements within fourteen (14) days of hire.

    In addition to the Necessary Special Requirements listed above, the Senior Airport Maintenance Worker must:

  • Possess a valid California Class B driver's license.

  • Pass the American Association of Airports Executives (AAAE) Airport Certified Employee (ACE) Exam for Airfield Lighting and Maintenance within six (6) months of hire

  • Obtain and maintain a Qualified Applicator Certificate from the California State Department of Pesticide Regulations within six (6) months of hire.

  • Tools, materials, and equipment used in the maintenance, landscaping, and construction trades to include the knowledge of the proper operation of gas powered equipment normally associated with maintenance and construction activities;

  • Perform welding, carpentry, framing, roofing, plastering, finish woodworking, fencing, painting, masonry, and concrete work;

  • Use logic in assessing situations and making appropriate choices;

  • Drive various motorized equipment safely on the airfield;

Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

ELIGIBLE LIST

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies. There is currently one (1) Regular vacancy within the Department of Airports.
