Summary

Join our growing team! We are seeking an Operations Support Manager who supports the MDA Security and Emergency Management Directorate (DSS) in managing Security Operations Services at MDA facilities.

This position is contingent upon contract award.

Responsibilities

What You'll Get To Do:

  • Ensure operations support including badging, common access card, visitor control center and conference events are executed in full compliance with contract requirements.

  • Produces and reviews technical documents to provide recommendations to improve security methods, performance, or efficiency.

  • Oversees in-coming/out-going Visit Authorization Requests (VARS).

  • Provide access control and circulation enforcement at MDA facilities.

  • Issue security credentials: Access Badges, Common Access Cards (CACs), PEA Cards, and Courier Cards.

  • CAC pin reset administrator. Unblock CAC pins and reset CAC pins to ensure that they are the same as in OnGuard.

  • Properly trained in the execution of Annex I (Badge Administration) and knowledgeable of all relevant Badge Program functions.

  • Responsible for execution of the Visitor Control Program by Annex J (Visitor Control Program) and will ensure Visitor Control functions are in compliance with associated procedural guidance.

  • Provides first response & assessment of emergencies (Red Cross first aid, Adult CPR, external defibrillator (AED) certifications).

  • Perform SOC support actions – monitor three separate integrated electronic security systems.

  • Conduct security inspections and respond to alarms, incidents and emergencies and aid as required.

  • Maintain security situational awareness.

  • Provide support to CAC/Badge, VCC and Conference coordination as needed.

  • Must be well versed in Lenel OnGuard IESS, Milestone CCTV, DEERS/RAPIDS, and DISS. Provide support to the EACS Training Program, Quality Control Program, and Property Management Program.

  • Create and maintain both OnGuard and Milestone accounts. Give correct access levels for each system.

  • Obtain and maintain all CAC office certifications through DMDC (Defense Manpower Data Center) if required.

  • Provides MDA in/out-processing (WITS) program.

  • Provides accountability for both CAC and Badge consumables/supplies.

  • Submit Incident Reports for anything that’s covered in the emergency checklist.

  • Must be able to put out e-alerts using the AtHoc system.

  • Troubleshoot OnGuard and ensure records for your region are complete and error free.

  • Be able to run different reports in OnGuard.

  • Provide feedback for alarms and be able to trace alarms to find the cause of the alarm.

  • Be able to manipulate door functions in OnGuard.

  • Inventory and account for all Government Property assigned to your duty post/job function.

  • Conduct key inventory/control as appropriate and in conjunction with SOPs.

  • Other duties as assigned

Qualifications

You'll Bring These Qualifications:

  • Minimum of a BS/BA degree in computer science or computer-related fields and/or equivalent training and experience.

  • Eight (8) years of management experience preferably with a civilian police force, military police force, or civilian security guard organization.

  • Ten (10) years’ experience in security or law enforcement administration and substantial operations experience in the armed forces, security, police, or civilian equivalent or related field, eight (8) of which is at the supervisory level.

  • Eight (8) years of progressively responsible general experience gained in analytical decision-making and administrative work and activities at the executive management level.

  • Eight (8) years of specialized experience directly related to the work performed in access control, badging or common access cards.

  • Eligible to obtain and maintain a Secret Clearance.

Knowledge, Skills and Abilities:

  • Must know a variety of computer software applications in word processing, spreadsheets, database, (MS Word, Excel, Access, PowerPoint), and Outlook.

Estimated Salary/Wage

USD $90,000.00/Yr. Up to USD $100,000.00/Yr.
