Summary:

Within the contours of federal Capital Projects Fund (CPF) guidelines and federal and state grant administration policies and practices, the CPF Grant & Compliance Manager will be responsible for management of the CPF program, including monitoring the compliance of CPF-funded subgrant projects. The CPF Grant & Compliance Manager will ensure compliance requirements are met and will serve as both internal support to NJSL staff and contact for external subrecipients. This is a full-time, grant-funded position through December 2026 that includes benefits. This position will be evaluated annually with a yearly contract based on performance.

Duties and Responsibilities:

-Establish and implement procedures to monitor compliance according to federal grant rules and regulations, specifically § 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

-Ensure proper level of monitoring for each subrecipient based on previously completed risk assessment.

-Monitor the activities of the subrecipients as necessary to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the subaward.

-Conduct site visits, desk audits and/or reviews subrecipients’, subcontractors’, and other vendors’ financial and performance reports (including backup documentation as required) to assess compliance with regulations and substantiate payments made.

-Create monitoring reports that address corrective action measures as a result of audits. Recommend and implement corrective actions as necessary.

-Track, document and report all compliance monitoring activities.

-Serve as the primary liaison to subrecipients of CPF funds.

-Provide subrecipients, subcontractors, and other vendors with training and technical assistance on grant management, reporting, and compliance matters as needed.

-Collaborate on fiscal and programmatic reporting on quarterly and annual basis.

-Serve as the primary liaison to NJ Department of Community Affairs in grant administration and compliance matters.

-Other duties as assigned.

Desired education and experience:

-Minimum of 5 years grants management and administration experience with projects receiving government funding.

-Bachelor’s Degree required.

-Experience managing capital improvement projects preferred

-Experience managing federal funds preferred

Desired knowledge, skills and abilities:

-Working knowledge of § 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards

-Knowledge of the grants management cycle design, management, monitoring, evaluation, and best practices.

-Excellent communication (written and oral), interpersonal and representation skills

-Excellent attention to detail and analytical skills

-Proficiency with Microsoft office products

-Strong interpersonal and customer service skills

-Excellent management skills, including organizational and time management skills.

-Demonstrated ability to achieve goals and meet deadlines.

-Creative problem solving in the context of federal, state and local laws, regulations, guidance and policies.

-Ability to build state and local partnerships to support the work

-Familiarity with capital project processes.
