Reporting to the Manager, Capital Delivery Coordination Unit, the Senior Project Manager facilitates the delivery of the City's capital works program through planning, coordination, and monitoring the status of infrastructure initiatives. This includes the identification and resolution of any capital planning and coordination issues with various Agencies, Boards and Commissions (ABCs), private sector utilities, and other government agencies. Specifically, the Senior Project Manager:
Works closely with the City’s delivery agent (ECS) and City asset owner divisions, boards and agencies (such as TW, TS, TTC, etc.) to develop near-term capital plans.
Conducts analysis to identify specific scheduling conflicts between internal and external parties planning to deliver infrastructure projects, and negotiates resolutions to these conflicts.
Works closely with external stakeholders and partners (e.g. the Province, utilities, developers, etc.) to align their infrastructure build schedules with the City’s annual capital plan schedules.
Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends and coordinates innovative corporate solutions using sound professional judgement, conflict resolution and negotiation skills to successfully manage sensitive and controversial matters.
Major Responsibilities:
Develops and implements detailed plans and recommends policies regarding program specific requirements that pertain to multiple City divisions.
Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Ensures that the project expenditures are controlled and maintained within approved budget limitations.
Plans, prioritizes and manages internal and external resources in a timely and cost efficient manner to meet Council objectives for capital program delivery.
Creates and manages interdivisional, interdisciplinary and interagency teams and consultation processes to expedite capital program delivery, while addressing political, community, business and other stakeholder interests.
Identifies opportunities and advocates for enhanced capital works processes and tools with senior staff and, as appropriate, Agencies, Boards, Commissions and private sector utilities.
Develops appropriate partnerships with Agencies, Boards, Commissions and private sector utilities to advance capital works objectives.
Manages information and action requests from members of Council including preparing Council reports and briefing materials as required.
Ensures compliance of capital program initiatives with City budget, policies, plans, joint agreements and protocols.
Prepares annual operating budget. Ensures expenditures of capital budgets are controlled and within approved budget.
Leads the development of strategic and innovative approaches to sound capital planning, coordination, delivery and monitoring protocols.
Negotiates and manages requirements for interagency operating and service protocols and joint agreements, and recommends creation of strategic policy, practices, protocols, and memorandum of understanding, as appropriate.
Leads the preparation of competitive documents (RFQs, RFPs), selection processes and retains and manages external consultants on internal and interagency capital works process improvement projects and studies.
Maintains an active awareness and facilitates research and analysis of industry advancements in capital works planning, coordination and monitoring, and other appropriate fields, to retain technical competency and ability to provide industry knowledge, sound and strategic judgement and advice regarding all project activities to the Manager.
Represents and supports Manager at interagency, intergovernmental, senior staff and steering committee and working group meetings as necessary.
Reviews work of administrative assistants and corporate teams.
Coordinates work with Supervisor/Contractor/Applicants/Utilities/Government Agencies/Commissions/other Divisions and the public to monitor projects.
Represents the Division and attends various meetings including making presentations to City councillors and other government agencies.
Manages a multi-disciplinary team to oversee the delivery of high quality project management service to client groups.
Coordinates project activities and provide direction to project managers, project coordinators, and contracted staff responsible for the implementation of capital programs.
Develops and implement project control systems and key performance indicators.
Liaises and works collaboratively with division managers and other agencies to ensure coordinated construction programs.
Oversees the preparation of specifications and contracts for capital programs.
Coordinates and manages divisional input and the delivery of identified cross-divisional projects.
Works with divisions to define the scope of projects and develops project work plans and schedules.
Supports and leads interdivisional working groups, setting agendas, documenting programs and reporting findings and conclusions.
Develops strategies/policies/programs/action plans, to achieve approved time frames and technical requirements.
Fosters and maintains cooperative working relationships within and external to the Service Area.
Key Qualifications:
Post-secondary education in a professional discipline pertinent to municipal infrastructure planning and delivery (e.g. Engineering, Urban Planning) or an equivalent of education and experience.
Extensive experience related to delivery of municipal infrastructure construction within the public right-of way.
Extensive experience related to coordination of planned municipal construction with other program and project owners.
Considerable experience providing technical expertise/consultation to a variety of stakeholders (e.g. consultants, contractors, utility companies, internal project leads, etc.) in the review of program schedules, including assessing the impact of proposed projects on existing and planned municipal infrastructure.
Considerable experience preparing reports, presentations, or RFP/proposals.
Ability to communicate complex technical issues to a variety of audiences, with a customer services focus.
Ability to effectively represent the Division, maintain relations and work with community and special interest groups, the general public, elected officials, internal and external clients and consultants.
Strong communication skills, both verbally and in writing at all organizational levels.
Proficiency in the use of computer software (e.g. Microsoft Windows, Excel and Word).
Knowledge and understanding of relevant policies and government legislation including, Occupational Health and Safety Act, Ontario Human Rights Code, and Accessibility for Ontarians with Disabilities Act.
