WM Senior Operations Manager, Project in Topeka, Kansas

I. Job Summary

Oversees planning and execution of large and generally complex projects, including but not limited to:

  • Large capital projects (>$5 million each)

  • Large non-capital projects (>$1 million each)

  • Strategic Asset Development projects such as, but not limited to landfill permitting, transfer station permitting and recycling infrastructure permitting

II. Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.

  • Assembles project teams, assigns individual responsibilities, develops project schedules and determines and acquires resources needed. For large Strategic Asset Development projects this involves overseeing a multi-disciplinary team that includes but is not limited to team members with expertise in:

  • Engineering; Operations; Legal; Regulatory Structure and Functionality; Political Trends and Campaigning; Environmental Regulatory and Compliance; Community Relations; Financial Management and Planning

  • Develops and maintains project plans and budgets, prepares and analyzes project performance reports.

  • Negotiates, administers and manages service contracts of contractors and consultants.

  • Negotiates permit conditions, agreements and contracts with agencies, elected officials and other constituents as necessary.

  • Serves as liaison between team members and functional area management requesting project.

  • Supervises team work processes and procedures and expenses, and supports programs which drive team performance toward departmental and organizational goals.

  • Reviews and evaluates work to ensure quality, timeliness and is responsible for quality control in adherence to policies and procedures.

  • Oversees project personnel needs including coaching, training and evaluating employee performance. Provides input into termination, compensation and promotion decisions.

III. Supervisory Responsibilities

This position may be responsible for employees through a direct reporting relationship as well as through an indirect reporting relationship on a project basis.

The highest level of supervisory skills required in this job is the management of supervisory employees.

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

  • Required: Bachelor's Degree, or equivalent experience, in Business Administration, Engineering, Finance or similar area of study, and eight (8) years of previous experience. Management experience or project management experience is required.

  • Preferred: Bachelor's Degree and eight (8) years of previous years experience.

B. Certificates, Licenses, Registrations or Other Requirements

  • None required.

C. Other Knowledge, Skills or Abilities Required

  • Project planning, budgeting, Landfill Engineering/Environmental Remediation, Regulatory knowledge, contract management, environmental and contract law, preparation of Economic Justification Models, political lobbying and negotiations, community outreach and relations, political campaign management, construction management, and general waste industry knowledge required.

  • Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc.) part of the work day;

  • Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements part of the work day;

  • Normal setting for this job is: office setting or landfill/outdoor.

The expected base pay range for this position across the U.S. [or Canada as appropriate] is $112,665 - $168,300. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location.
