We are presently identifying candidates for the following position:Justice Sector Program Assistant.This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Tegucigalpa, Honduras, on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications

  • Local national

  • To begin employment, the candidate must be able to pass an ATSG background investigation and obtain and maintain a RSO certification to gain Embassy access.

  • BA/BS (University degree equivalent).

  • FSI Level 3/3 English, FSI Level 4/4 Spanish.

  • Effectively communicate in English and Spanish.

  • Demonstrated excellent communications skills, both oral and written, in Spanish.

  • Five (5) years administrative experience in a professional setting.

  • Previous government, law enforcement or project management experience preferred.

  • Knowledge of the Microsoft Office suite to include Word, Excel, and Power Point, ability to learn new software.

Preferred Qualifications

  • Two years of post-secondary education or other certifications within the field of administration or management.

  • Advanced English language skills are preferred.

Duties and Responsibilities

  • Support the INL Program Officer and Program Specialist in overseeing and coordinating the implementation and management of effective activities under the Justice Sector program. Manage and support the routine implementation of the program by providing comprehensive logistical, administrative, and other support as needed to training events, seminars, procurements, and other implementer program activities.

  • Assess the development of new programs or activities to support the strategic direction of INL, U.S. Embassy and the Central American Regional Security Initiative.

  • Define, track, and align implementer deliverables to ensure the programs’ overall outcomes line up with INL, U.S. Embassy and the Central American Regional Security Initiative objectives.

  • Serve as a principal interlocutor to supported partners in the Government of Honduras (GOH), including engagements with agency heads and below within the GOH justice system.

  • Support the Program Officer and Program Specialist in managing the programs’ budget, monitoring expenditures and costs against set deliveries.

  • Manage risks and issues, and suggest taking corrective actions, when programs are not complying with the goals and objectives.

  • Advise INL officers and stakeholders on any given issue within the Justice Sector programs.

  • Coordinate and execute high-level delegations’ visits to meet program goals and arrange travel and transportation of U.S. and GOH personnel as needed.

  • Submit procurement actions within the DOS policies and needs of the program and complete all follow-up tasks required. Draft all required documents as needed and keep a record on all the procedures and approvals given, to fully comply with procurement and budget processes.

  • Coordinate and monitor logistics for the delivery of purchases and execution and completion of all procurements.

  • Develop and maintain program documentation.

  • Maintain project related files to provide oversight of the contract quality assurance and surveillance plans for end use monitoring.

  • Provide expertise in the logistics’ planning and development of missions and operations in support of the Justice Sector activities.

  • Must know all aspects of the Justice Sector program to assist the Program Officer and Program Specialist as needed.

  • Provide guidance in all aspects of the Justice Sector programming activities.

  • Identify needs and weakness of GOH institutions and coordinate the creation of long and short-term advisories, trainings, seminars, etc. as well as supervise accomplished goals.

  • Coordinate and work directly with various USG agencies, such as Department of Justice and USAID, on related programming activities shared with the GOH authorities.

  • Keep the Program Specialist, Program Officer, INL Deputy Director, INL Director and other USG personnel as appropriate, informed and briefed on all matters relating to Justice Sector activities.

  • Ensure that work performed will be accomplished within INL policies and regulations.

  • Supervise and assure the compliance of Leahy/local vetting policies before any support given, including preparing and submitting requests for new and renewal vetting and working GOH partners to obtain necessary information and documentation to complete vetting requests.

  • Provide expertise and assistance to INL Honduras to oversee the day-to-day logistical support aspects of the Justice Sector program.

  • Produce accurate and timely reporting of program status.

  • Interpret for high-level delegations as needed.

  • Complete official and unofficial translations of written communications.

  • Draft correspondence in both English and Spanish.

  • Develop, draft, and assist in preparation of presentations and briefings.

  • Hours for this full-time position will be the core hours of the U.S. Embassy in Tegucigalpa, Honduras, Monday through Friday, 40 hours per week.

  • The position will be stationed in Tegucigalpa, Honduras.

  • National and international travel may be required.

  • Create a work plan per instructions.

  • Provide weekly, monthly, quarterly, and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants.
