POSITION DESCRIPTION: Designs and coordinates the development, enhancement and maintenance of web-based inquiries and applications, ranging from simple to complex, to make the Office of Comptroller financial based systems easily accessible to internal and external users. Maintains liaisons with other Department offices and outside agencies to identify essential financial related information for complex reconciliation efforts and validation of end results. Provides assistance to Office of Comptroller staff, and associated customer base, in troubleshooting system problems and data inconsistencies. Serves as the lead FLAIR technical representative and Senior FLAIR Access Control Security Coordinator.

Provides business and information technology analysis services for the Office of Comptroller. This includes gaining an understanding of the Office's information technology goals and plans, performing background research to understand the business and technical environment of the Department of Transportation, and providing best practice advice and service to functional areas on their projects. Support confidential payroll related information needs for the Department through the automation of reports, data extracts and special ad hoc inquiries. Produces written deliverables including, but not limited to business process diagrams and narratives, requirements, specifications, business or technical analyses, test plans, test cases, training materials, meeting agendas and related action items, presentations, project proposals/charters, basic schedules and timelines, status reports and procurement recommendations.

Oversees activities related to systems planning studies, information needs assessment and systems analysis, including the review of approaches and methods to assess effectiveness in meeting management objectives. Ensures application systems are developed in accordance with established Department methodologies. Ensure changes are made according to specifications through complete system testing and thorough review of test results. Ensures information presented is accurate and timely.

Serves as liaison/coordinator between the Office of Comptroller and external offices and agencies for the purpose of developing new systems and for the modification/enhancement of current systems. Prepares specifications to communicate Office of Comptroller functional requirements and address dependencies with other interfacing computer applications. Provide technical guidance and support in the preparation and development of the payroll fringe and indirect cost distributions.

Confers with Central Office and District personnel to ensure the Office of Comptroller systems are performing as required. Coordinates and participates in the definition and prioritization of system changes. Participates in the continual review of the Office of Comptroller systems environment and the ability of the systems to adequately support the needs of a changing environment. Serves as mentor to junior staff members in FLAIR Access Control functions.

KNOWLEDGE, SKILLS AND ABILITIES: Ability to analyze processes and workflows to design efficient computer-based solutions; Knowledge of relational database theories, concepts and access methods; Knowledge of accounting and financial related systems and the principles, practices and techniques of computer programming and systems analysis design; Knowledge of FOCUS and WEB FOCUS programming languages; Knowledge of International Business Machines' (IBM) Job Control Language (JCL); Ability to use mainframe computer systems and supporting software such as Customer Information Control System (CICS) and Time Sharing Option (TSO); Knowledge of State of Florida payroll systems; Knowledge of State of Florida accounting systems and general accounting system-concepts; Skill in coding, thoroughly testing and debugging complex computer programs; Ability to prepare computer program test plans and create test data scenarios; Ability to work effectively with users to identify and document requirements of computer systems; Ability to relate to customer needs and perform duties in a service oriented manner; Ability to plan, organize, coordinate and prioritize work assignments; Ability to accurately estimate time requirements for computer programming tasks; Ability to prepare computer program specifications; Ability to collect, evaluate and analyze information to develop alternative recommendations, solve problems, and produce written deliverables; Ability to develop and maintain computer systems documentation in accordance with Department standards; Ability to organize data in logical formats for presentation in reports, presentations, and other written materials; Ability to conduct fact finding research, to work independently and as a member of a team, and to communicate effectively. Knowledge of application development using Microsoft technologies including SQL server and the .Net framework, and the ability to transform applications from legacy technologies to modern methodologies.

OTHER JOB-RELATED REQUIREMENTS: Level I background check required.

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and three years of information technology experience, one year of which must have been in a business consultant capacity. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
