Position Overview and Responsibilities:
The Florida Department of Management Services is seeking a dynamic procurement professional to develop and implement effective procurement strategies that deliver maximum value for the state of Florida. This role requires an understanding of procurement methods, including ITBs, RFPs, and ITNs, and a commitment to driving team success. The successful candidate will be passionate about leading and mentoring a team, using innovative problem-solving skills to create effective solutions in the public procurement space. The position serves as a Purchasing Analyst Supervisor within the Bureau of Information Technology and Special Projects for the Division of State Purchasing. This is an ideal role for an innovative leader that will be responsible for leading, coaching, and training team members. The selected candidate will be responsible for conducting market research, gathering feedback from agency customers, leading contract negotiations, and developing recommendations to achieve the best value for the state of Florida. They will also lead a team to develop and conduct competitive solicitations for state term contracts. The selected candidate also:
Leads staff and continually revisits performance and communicates issues and accolades. Stays current on all performance metrics assigned to each team member.
Leads the development, communication, and implementation of procurement strategies.
Leads market research to achieve target savings for assigned contracts.
Leads the development of competitive solicitations based on established sourcing strategies.
Strategically identifies new sourcing opportunities and develops recommendations to obtaining the best value.
Leads the development of negotiation strategies (where applicable) based on vendor response and market analysis to identify possible outcomes.
Leads and participates in the identification, adoption, and implementation of best practices in the field of procurement.
Maintains and applies a thorough understanding of State Purchasing policies, procedures, procurement rules, and Florida Statutes.
Perform other duties as assigned.
Knowledge, Skills, and Abilities:
Ability to lead, train, and coach team members on procurement practices and conducting market research.
Ability to interface with senior government management, supplier executive management and public agency executives.
Ability to influence change and develop innovative solutions in a cross-functional business environment.
Ability to communicate effectively (verbal and written) and prioritize assigned tasks.
Ability to analyze category of spend, market conditions and supplier base.
Skill in computer skills to create, manage, analyze, and document sizable datasets and /or research information.
Skill in developing and conducting competitive solicitations.
Skill in Microsoft Office products (Word, Excel, PowerPoint, Outlook).
Knowledge of public procurement, contract management, and contract negotiation.
Knowledgeable of Florida Statutes, Florida Administrative Code, and contract law.
Knowledge of the 7-step procurement model and best practices for competitive solicitations.
Minimum Qualifications:
4 years professional experience in procurement, competitive solicitations, project management, or related business field.
Knowledge of State of Florida purchasing statutes and rules.
Preferred Qualifications:
At least one year of experience supervising and leading teams.
Certification as a Florida Certified Contract Negotiator (FCCN) and Project Management Professional (PMP).
