The Work You Will Do:

The Bureau of Water Policy, within the Office of Water Policy and Ecosystems Restoration (OWPER), is accepting applications for two full-time Career Service Operations Review Specialist positions, 37001056 and 37010301. The selected candidates will join a multidisciplinary team that implements Department policy, conducts grant management; and performs programmatic, technical, and regulatory responsibilities. These are professional positions that will collaborate with technical professionals and a variety of public stakeholders to implement Chapter 373, Florida Statutes, the Department’s Water Resource Implementation Rule, and the Florida Water Plan, including the development of measures for assessing performance, and developing annual reports. These positions will track, review, and evaluate the implementation of statewide water management issues, in coordination with the Water Management Districts (Districts). Additionally, the positions will assist in execution of the Department’s oversight activities, including the preparation of reports, and tracking emerging water policy issues. These positions report to the Environmental Administrator of the Budget and Administration Section and do not hold any supervisory responsibility.

Pay:

$45,000 – $52,500 commensurate with education and experience.

Your Specific Responsibilities:

These positions serve as Operations Review Specialists in the Budget and Administration Section for the Office of Water Policy and Ecosystems Restoration (OWPER) in Tallahassee. Local and limited overnight travel to perform the duties noted may be required. Position responsibilities include:

  • Assists the Department in implementation of the Chapter 373, Florida Statutes, the Department's Water Resource Implementation Rule, including development of measures for assessing performance and developing annual reports.

  • Serves as a Department's coordinator to his/her assigned district(s) and is responsible for responding and monitoring of district water resource issues and activities. This position will stay informed on all District Governing Board meetings to maintain awareness of emerging issues.

  • Evaluates and summarizes district Preliminary and Tentative budget submittals and assists with assigned district budget tracking as needed.

  • Reviews and assists with development of district projects, including management of grants and contracts between the Department and districts.

  • Evaluates the districts’ management practices and develops new operating procedures to assist the districts in operating more efficiently and effectively.

  • Identifies and develops data and/or data management systems for statewide water policy programs. This may include developing data collection tools, standard operating procedures, guidance documents and templates.

  • Provides technical assistance with responding to requests for information, reviews of budget and administration issues related to the Department’s oversight authority, and other water policy related issues.

  • Assist the Environmental Administrator, Program Administrator and Director in the development and tracking of legislative budget requests and initiatives related to the five water management districts.

  • Plans, coordinates and/or presents at statewide and regional conferences, meetings and workshops as needed.

  • Performs related work as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the methods of data collection and analysis.

  • Knowledge of basic management principles and practices.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

  • Ability to conduct fact-finding research.

  • Ability to utilize problem-solving techniques.

  • Ability to work independently.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to maintain a valid driver’s license and travel as required.

Required Qualifications:

  • SPECIFIC DEGREE (REQUIRED): 

A bachelor’s degree or higher from an accredited college or university in political science; law; planning; environmental studies, engineering, or natural sciences; public administration; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of four years.

  • Ability to travel overnight as needed.

Preferred Qualifications:

  • SPECIFIC DEGREE (PREFERRED): 

A master’s degree in public administration, biological or geological sciences, environmental planning or policy, law, business, or other related fields of study; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of six years.

  • Experience with the state’s water management districts, water supply planning, and state and/or water management district budgets, finance, and accounting.

  • Hold and maintain an active Florida Certified Contract Manager (FCCM) certification.

  • Knowledge of Chapters 373 and 403, Florida Statutes, and of Federal and State environmental regulations governing water supply issues.

  • Skills in Microsoft Office applications, particularly Outlook, Word, and Excel.

  • Knowledge or experience with rule development and implementation.

  • Experience with ESRI’s ArcGIS Pro, ArcGIS Online, and/or data analytics software.
