DUTIES AND RESPONSIBILITIES:
This Accounting supervisor reports to the DOEA Financial Administrator. The Accounting Section collects, analyzes, evaluates, and maintains information to ensure compliance with finance-related legal and contractual provisions. The accounting supervisor is responsible for ensuring that the agency conforms with generally accepted accounting principles.
Establishes or updates expansion options and organizational codes in the statewide accounting system.
Serves as backup FL PALM Agency Liaison. Responsible for ensuring the agency completes the assigned tasks for FL Palm. Serves as a backup for training employees and adding new employees to FL PALM.
Supervises Accounting Section staff to provide administrative support (financial and procedural) to staff, internal program personnel and volunteers who initiate services that empower elders and caregivers. Train, plan, coordinate, and provide technical and financial support to staff. Ensures revenues and expenditures are properly recorded and resources are utilized at its capacity and remain state compliant to provide total quality services to all internal customers. Ensures that all policies and procedures are followed to reduce post audit criticisms.
Researches finance-related issues and reports to management and other organizational units on a recurring, periodic and/or special request basis, as needed.
Oversees distribution of supplemental, biweekly and monthly payroll warrants to appropriate personnel of Elder Affairs and Program Services Area. Calculates and posts warrant cancellations and salary refund items according to Bureau of State Payroll’s policies and procedures. Ensures all payrolls, including REPAY distributions are uploaded into statewide accounting system as per Bureau of State Payroll totals. Inputs all entries that fail upload or cannot be uploaded manually in statewide accounting system. Maintains documentation for post audit purposes.
Develops, evaluates, interprets, and implements processes and written procedures to ensure internal controls over information processing. Develops internal policies and procedures to incorporate checks and balances required to ensure that state and federal requirements are met for continuous funding for elder services. Collects and gathers procedural information relating to the statewide accounting system that will ensure all transactions are recorded timely, accurately, and within General Accepted Accounting Principles.
Reviews and approves all expenditures to include statewide accounting system vouchers, My Florida Market Place (MFMP) entries and the Statewide Travel Management System (STMS). Serves as STMS Administrator for the agency.
Reviews cost allocation expenditures and prepares redistribution report for upload into the statewide accounting system on a quarterly basis.
Prepares departmental Certified Forward Report and Fixed Capital Outlay report for submission to the Governor’s office.
Assist the Accountant IV in preparing Florida’s Annual Comprehensive Financial Report (ACFR) for Elder Affairs which includes leading the team of accounting staff to ensure submission is accurate and timely, as required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Possess a working knowledge of the statewide accounting system;
Be proficient in using word processing, spreadsheet, and data base software via a personal computer;
Be able to research technical issues;
Have the ability to collect, analyze, and evaluate data to provide information;
Possess the ability to understand, research, and apply applicable rules, regulations, policies and procedures;
Have the ability to plan, organize, and coordinate assignments;
And possess the ability to communicate effectively verbally and in writing and to maintain effective working relationships within and outside the Department.
