POSITION SUMMARY:

This position is responsible for developing and managing complex information technology contracts for the Florida Department of Law Enforcement (FDLE). The incumbent will work with ITS staff, the FDLE Contracts Office, and division staff to ensure that FDLE meets or exceeds information technology contracting standards established by law, rule, policy, and industry best practices.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Ensuring appropriate performance standards, quality, delivery, life cycle cost and warranty are identified in formal one and two step solicitations;

  • Working with FDLE divisions to establish timelines, project plans and agreements ensuring that they are in accordance with contractual requirements;

  • Analyzing commercial and government contracts and assisting in identifying business and contractual risks;

  • Assisting in writing specifications for IT products and services and statements of work for complex projects;

  • Serving as the focal point for business aspects of contractual performance with internal and external customers and setting standards that promote good relations and open communication;

  • Analyzing IT-related procurements and identifying procurement methods/procedures appropriate for the products and/or services being acquired;

  • Assisting business units and FDLE Contracts Office in developing procurement documentation;

  • Coordinating staff and management reviews of competitive procurements;

  • Making recommendations regarding negotiating positions and strategies; and

  • Serving as the primary contract administrator for major IT contracts.

    KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of business contracts, concepts, principles, terms, and application;

  • Knowledge of information technology terms and concepts;

  • Knowledge of government procurement laws, rules, and practices;

  • Knowledge of the methods of data collection and analysis;

  • Knowledge of management principles and practices;

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices;

  • Ability to prepare well-organized and intelligible written documents;

  • Ability to organize data into logical format for presentation in reports, documents and other written materials;

  • Ability to conduct fact finding research; and

  • Ability to utilize problem-solving techniques.

    BASE SALARY:

    $59,740.00

    BACKGROUND:

    FDLE requires an extensive background process of all recommended applicants. The elements of a background include: financial credit check, criminal history of applicant and applicant’s immediate family or roommates, personal references, employment and education verifications (which includes official transcript(s)), drug screen and fingerprinting. This information will be utilized to make the final hiring decision.

    NOTES:

    Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
