DESCRIPTION

This position provides oversight for the Office of Child and Family Well-Being statewide procurements and contracts. This is a highly responsible position requiring analytical skills to address complex management and systematic problems within the division. Specific duties of the position include the following: This is professional work supervising and directing employees; including but not limited to communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.)..

Supervision of contracts and grants staff responsible for daily work assignments and ensuring work performance is timely, accurate and of high quality.

Planning of workloads, workflow, deadlines and work objectives with staff and other divisions of the Office of Child Welfare (OCFW).

Prepare reports related to OCFW contracts, procurements and federal grants and make recommendations for organizational improvement.

Supervision of, and participation in, procurement and contract document preparation and development of organizational process improvement initiatives.

Review of contracts, amendments, renewals, extensions and all other contract documents as requested by the program area.

Monitoring of contract effective dates and procurement needs to ensure continuation of services. Mentor team members, to enhance their contracts and procurement skills and knowledge.

Provide technical assistance to procurement/contract managers and the program area, both in Headquarters and the regions as required.

Maintain a through working knowledge of Chapters 39 and 287, Florida Statute, Chapter 60A-1, Florida Administrative Code and all Department handbooks, manuals, policies and procedures.

Provide leadership and oversight of the contracts and grants unit.

Lead contract negotiations in in conjunction with the program area to develop contract documents.

Work with General Counsel and Contracted Client Services to develop procurement/contract documents.

Facilitate workgroups with other state agencies to develop interagency agreements.

Provide leadership in developing reports and policy through both internal and external to the Department.

Performs other related duties as assigned.

REQUIREMENTS

Procurement, Contract Management, Federal Laws and Grants, use of computers, strong communicator to include written and verbal skills.

Work Experience Requirements:

  • Preference will be given to applicants who are a Florida Certified Contract Negotiator (FCCN).

  • Preference will be given to applicants who have at least five (5) years of state government contract and/or procurement experience.

  • Preference will be given to applicants who have at least five (5) years in an official professional supervisory role.

  • Preference will be given to applicants who have documented experience developing and implementing new processes.

  • Preference will be given to applicants who are familiar with Florida’s Child Welfare System.

  • Preference will be given to applicants who have experience supervising managers.
