SPECIAL NOTES:

High school diploma or its equivalentrequired.
Preferences:
Associate degree or higher in Accounting or Business from an accredited college or university.
Working knowledge of FLAIR accounting system, such as organization code, fund, budget entity, general ledger codes, object codes, transaction codes and related code structures.
Two (2) or more years of bookkeeping/accounting experience
Knowledge of trust fund investments and disinvestments
Experience reviewing and analyzing state trust fund cash needs.
Advanced skills in Microsoft Excel
Intermediate level proficiency analyzing data and making recommendations on course of action-based findings.
Ability to determine work priorities and ensure proper and timely completion of work assignments, including multiple and complex projects.
Experience processing disbursement entries in Florida Accounting Information Resources (FLAIR).
Experience processing journals in Florida PALM.
The anticipated hiring salary will be based upon experience.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
This position is a professional position in the Office of Finance & Budget, responsible for assisting in the administration of the financial reporting for the Department. The essential function of this position involved the application of generally accepted accounting principles when analyzing financial activity in FLAIR and Florida PALM. This includes, but not limited to financial research, reconciliation and management reporting requiring independent judgement and initiative. The employee will be required to maintain a high level of independence and professionalism in their evaluation Section policies and procedures, data analysis, cash and billing on behalf of the department.
The duties of the position require the incumbent to frequently conduct analysis of accounting data.
Employee is responsible for the general cash servicing needs for the agency to ensure cash is available for disbursements while using independent judgement that maximizes interest earned on DFS trust funds managed by the Treasury.
Responsible for following the provisions and requirements of Chapter 280, Florida Statutes, Security of Public Deposits and Chapter 17.57 F.S. Deposits and Investments of State Money to accomplish the investments, disinvestments, and liquidation activities for the DFS trust funds.
Responsible for Deposits and Investments of State Money to accomplish the investments, disinvestments, and liquidation activities for DFS trust funds.
Responsible for timely and accurately calculating DFS daily cash requirements for each trust fund and liquidate as needed in Florida PALM. Employee exercises independent judgement to determine cash needs by the number of processed/pending vouchers and compares findings with average trust fund needs. No more than ten (10) payments to be held-up more than 1-additional day due to miscalculations per year.
Responsible for accurately preparing DFS Daily Cash Management Report that is used to prepare and key the accounting code sheet for input on DFS investments and disinvestments into FLAIR and Florida PALM.
Accurately and timely key investment code sheet using TR51 input in FLAIR.
Employee exercises independent judgement to determine the timing, amount and non-operating budget authority of trust fund investment activities.
Will accurately and timely monitor the non-operating investment/disinvestment budget authority (BA) and alert Financial Administrator and Budget with it appears a Trust fund BA is low to continue in the Fiscal year.
Performs special projects and other duties, as requested.
