Job Description

AECOM is seeking a Specialist Project Controller to be based in Manila, Philippines

Job Description:

Opportunity phase

  • Supports Go/No Go preparations, forms, and gathering information and process, as directed by Project Manager.

  • Review project controls requirements of RFP/opportunity. Provide or obtain project controls support for proposal deliverables, as appropriate for project complexity.

  • Understand proposal pricing approach and support as appropriate. Proficiency with company standard pricing tools and support as required.

Planning phase

  • Develop customized Cost/schedule control plans/solutions to provide Project Management and other project team and management with appropriate tools for project cost and schedule control.

  • Support PM/Project team/contract administration in managing the contract review process for new contracts, modifications, and job closures. Understand and support or coordinate insurance verification process as necessary.

  • Ability to manage the review of contract risk types and deploy methods to identify and develop risk management approaches for projects.

  • Ability to manage/oversee financial project issues such as segmentation, work at risk, and revenue recognition during project setup.

  • Review scope definition documents and support PM with development of complex Work breakdown structure development (and maintenance during execution), interfacing with Procurement, Engineering, Subcontractors, and Finance to support proper job setup for cost and schedule development, progress tracking, risk analysis, client billing.

  • Manage the development, updating, and monitoring of schedules and preparing status reports and staffing curves, in alignment with the scope of work and resources, including subcontractors and consultants, planned to execute scope.

  • May support another Project team/procurement in managing documentation to support procurement of required sub-consultants and vendors

  • Develop and review project cost and revenue baseline, based on the above element, on behalf of the PM.

  • Develop and implement performance measurement and earned value plan and updates during execution. Elevate for review by PM, Project team, and other Management staff.

  • Understand contractual invoicing requirements. Understand project/organizational and client interfaces. Review invoice support requirements, during execution, with the Project Manager.

Execution phase

  • Integrate cost and schedule data/baseline with the company’s enterprise system, to facilitate Project's financial goals, or oversee this effort.

  • Develop key deliverables in preparation of project reviews

  • Developed expertise with system and reports to review actual costs, commitments, coordinate cost adjustments, reviewing for coding accuracy.

  • Identifies cost (and scheduled as needed) variances, investigates root cause, and develops/executes a correction action plan, as discussed with PM and Project team.

  • Lead effort for tracking budget, project costs, labor hours, schedule updates, installed quantities, and progress measurements for work to include direct hire and subcontracted work.

  • Maintain the planning/scheduling updates, applying engineering, procurement, and construction terminology, concepts, and relationships. Develop and maintain critical path logic networks and bar charts.

  • Analyze, evaluate and forecast current status against an established baseline schedule. Assess the impacts of design or construction changes and schedule slippages. Report schedule status to all levels of project and company management as well as to the Client.

  • Accumulate and access historical data, such as performance experience, for use in maintaining a realistic basis for future planning, forecasting, and Estimate at complete development.

  • Measure progress and review performance trends. Exposure to progressive performance data and associated concepts and principles.

  • Prepare reports, graphs, and charts, to communicate project status.

  • Proficiency with the company’s financial systems, processes, and procedures such as segmentation, work at risk and revenue recognition requirements and processes, and be able to align with project status and assist in analyzing and using financial data to identify key project issues.

  • May coordinate/review invoices for consistency with contract requirements and rates. May interface with Billing and accounting staff.

  • Assist the Project Manager with reporting on accounts receivables and unbilled issues as assigned.

  • Support the Project team, with the change control management process and gain insight into the rationale and importance of change events. Support project with pricing and determining schedule impact of change orders.

  • Assist PM with support on gathering information to develop trending, forecasting, and estimate to complete the process. May assist PM with WAR (work at risk) and RAR (Revenue at Risk) forms.

  • May provide guidance, direction, and specialized assistance to others in the resolution of project controls problems.

Closeout phase

  • Review project scope and determine all contractual deliverables have been met, discuss with PM.

  • Coordinate with PM/procurement for closeout of sub-agreements

  • Support PM with the input of final EAC

  • Support with coordination of final invoice as directed.

Complexity & Decision Making

  • Performs challenging assignments requiring independent judgment, with little or no supervision

  • Work is reviewed upon completion for adequacy in meeting objectives

  • May be required to assess project controls needs on several projects and develop more junior project controls, staff members.

Qualifications

Minimum Requirements:

  • Bachelor’s degree in engineering, construction management, accounting, finance or other associated degree.

  • Relevant work in lieu of degree considered

  • 5 to 8 years experience

Preferred Qualifications:

  • Excellent communication and interpersonal skills

  • Excellent analytical and problem-solving skills

  • Detail Oriented

  • Strong organizational skills with an attention to detail.

  • Motivated, detail-oriented and flexible. Must be able to work independently, and exercise good judgment

  • Ability to successfully multi-task and work independently in a fast-paced environment with a sense of urgency.

  • Ability to work with high volume of transactions
