The Office of Management and Budget (OMB) is dedicated to ensuring the City's long-term fiscal sustainability, aligning resources to meet both current and future needs of residents. Our dynamic team of eight continually strives to enhance operational efficiency and elevate the quality of services delivered to the City. Working at OMB offers a unique opportunity to gain comprehensive insights into various facets of City operations, contributing significantly through analytical support to decision-makers and citywide initiatives.

We are currently seeking candidates for a two-year analyst position at OMB, focusing on budget analysis and providing essential support for community engagement. This role is designed to accommodate diverse schedules, with the flexibility to work as few as 30 hours per week, allowing individuals to balance their commitments, such as school or other obligations. As an OMB Fellow, you will develop valuable skills while actively contributing to the continuous monitoring of budgets and the formulation of the City's budget and capital plan. Additionally, you will engage in diverse ad hoc analyses, further broadening your expertise.

Distinguishing Characteristics:

In this role, OMB Fellows, depending on their position/assignment, operate with minimal supervision. They collaborate with higher-level professionals or managerial staff to conduct studies, analyses, and participate in decision-making processes related to complex management challenges. OMB Fellows may independently conduct less complex studies, performing routine planning, research, analysis, evaluation, and report preparation. This autonomy allows for a rewarding and enriching experience in contributing to the strategic goals of the OMB and the City at large.

ESSENTIAL DUTIES:

  • Perform a variety of responsible and analytical duties and tasks related to budgeting and management operations and goals.

  • Conduct studies and analyses of current and proposed operations and programs related to organizational structure, budgets and the utilization of departmental staff, equipment and facilities.

  • Build and manage engagement efforts with the community.

  • Suggest alternatives to improve performance and increase productivity and efficiency.

  • Gathers information, prepares data summaries and narrative reports, and assists higher-level staff with preparation of complex reports.

  • Analyze and interpret complex data; review and evaluate the accuracy of plans, reports and supporting information; identify and observe trends; examine basic elements and key relationships; forecast needs.

  • Prepare and/or present effective oral and written communications.

  • Attend a variety of meetings with administrators, staff and advisory boards to obtain information and provide expertise; participate in committee meetings and forums as needed.

  • Provide regular and ad hoc data analyses and reports.

Qualifications

Minimum Education*

Bachelor's degree in finance, accounting, business administration or directly related field

Minimum Experience*

2 years of financial analysis experience in area related to assignment

*Equivalency: 1 year of experience = 1 year of education

Knowledge & Skills

Analysis

Use data and information in a clear and rational process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions. Gather, assemble, analyze and evaluate facts to draw logical conclusions and make proper recommendations and prepare clear, concise, and comprehensive written reports which require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication.

Research

Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation. Compile and maintain reports, records and various other forms of pertinent information in an organized and professional manner.

Technical Knowledge

Operate personal computer and assigned operating software in support of assigned business unit's goals.

Communications Effectiveness

Effective communication both verbal and in writing including the compilation of reports, presentations and records; and interacting respectfully and sensitively with individuals and groups to develop and maintain productive relationships and achieve results. Makes excellent customer service a high priority, responding to changing customer needs, and helping customers implement complete solutions.

Professionalism

Conduct all assignments in a professional and timely manner. Work with confidentiality and discretion. Maintain professional skills that apply to all aspects of field of assigned specialty through continued education and/or training. Remain current by reading and interpreting applicable ordinances, rules, regulations, policies and procedures.

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
